SP-99-02, <br /> (FORMERLY SPECIAL PURPOSE PLAN APPLICATION NO, PP-99_01) <br /> OF SAM AND MARIA FREITAS <br /> --------------------------------------------------- <br /> The applicant has submitted the above referenced application to amend the Eight Mile Road <br /> Specific Plan to obtain a second access point from an existing truck yard onto Eight Mile Road. <br /> The project is located on the south side of Eight Mile Road, approximately one mile east of West <br /> Lane north of Stockton. <br /> This item is to be heard by the Planning Commission on July 1, 1999. <br /> Development Title Section 9-806.4 states that "Prior to approving an application for a Specific <br /> Plan Amendment, the Planning Commission and the Board of Supervisors shall determine that <br /> the Specific Plan Amendment is consistent with the General Plan, any applicable Master Plan, <br /> and Public Financing Plan." On October 26, 1993, the Board of Supervisors adopted the Eight <br /> Mile Road Specific Plan. The Stockton City Council also adopted the Plan. Only eight Minor <br /> Access Points (right-in, right-out) were established, and the subject site was not one of them. <br /> The purpose of the Plan is to limit the access points on Eight Mile Road to allow for the safe and <br /> efficient linkage of Interstate 5 and State Route 99. The proposed change would result in the <br /> creation of an additional access point, which may erode the efficiency of Eight Mile Road as an <br /> expressway.
