PA-1300027 & PA-1300066 OF <br /> SILRAY INCORPORATED (C/O DILLON & MURPHY) (APN: 187-180-10, <br /> -11) (ADDRESS: 27QD-ESCALON-BELLOTA ROAD & 2900 ESCALON- <br /> BELLOTA ROAD, FARMINGTON.) <br /> The applicant has submitted the above referenced Site Approval Applications to <br /> construct a 15.0 acre, 2.0 megawatt photovoltaic solar power facility (Use Type: Utility <br /> Services — Major). The 15.0 acre project site will encompass a portion of two parcels. <br /> The two parcels have a gross area of 164.0 acres with only 15.0 acres being developed <br /> on the two parcels. Phase One is the development of 10.0 acres with a switchyard to <br /> include 40" X 60" solar panels, inverter panels, and combiner boxes (PA-1300066). <br /> Phase Two, with building permits to be issued within 5 years, is to expand the <br /> switchyard to 15.0 acres to include additional solar panels, inverter panels and combiner <br /> boxes (PA-1300027). The proposed solar photovoltaic facility will operate as one facility <br /> at full build out. <br /> The project site is located on the east side of Escalon-Bellota Road, 1,300 feet north of <br /> Groves Road, Farmington. <br /> The property has a General Plan designation of A/G (General Agriculture) and is zoned <br /> AG-160 (General Agriculture, 160 acre minimum). <br /> The Community Development Department has reviewed the proposed Site Approval <br /> Application and offers the following comments: <br /> Background <br /> On December 19, 2009, the Planning Commission approved Variance application number <br /> PA-0900187 to reduce the minimum parcel size in the AG-160 zone (General Agriculture, <br /> 160 acre minimum)for two parcels from 160 acres to 10.2 acres and 153.8 acres. <br /> On March 16, 2010, the Community Development Department approved Minor <br /> Subdivision application number PA-0900310 to divide an existing 164 acre parcel into two <br /> parcels. Parcel One to contain 10.2 acres and Parcel Two to contain 153.8 acres. <br /> 1 <br />
