APPROVED USE: This approval is for a 15.0-acre, 2.0-megawatt solar array <br /> facility to be built in two phases as shown on the site plan dated February 14, <br /> 2013. <br /> 1. Phase One, with building permits to be issued within 18 months is the <br /> development of a 10.0 acre switchyard to include 40" X 60" solar panels, <br /> inverter panels, and combiner boxes. <br /> 2. Phase Two, with building permits to be issued within 5 years, is to expand <br /> the switchyard to 15.0 acres to include additional solar panels, inverter <br /> panels and combiner boxes. (Use Type: Utility Services — Major) <br /> c. CAPITAL FACILITY FEE: This project may be subject to the Capital Facility <br /> Fee. If the Capital Facility Fee is applicable, the County shall collect the fees <br /> before the issuance of any building permits. (Development Title Section 9- <br /> 1245.2) <br /> d. SCREENING: All storage materials and related activities, including storage <br /> areas for trash, shall be enclosed by a screen six (6) to eight (8) feet in height. <br /> Items stored within one hundred (100) feet of a dedicated street or residential <br /> zone shall not be stacked higher than two (2) feet above the adjacent screen. <br /> (Development Title Section 9-1022.4[e][2][A]) <br /> e. REMOVAL OF FACILITIES: Freestanding structures, solar arrays, and <br /> supporting equipment associated with photovoltaic electric generation shall be <br /> removed by the provider of such facilities and the site restored to its pre- <br /> construction state if said facilities have not been operational or used for a period <br /> of six (6) consecutive months. Removal and site restoration shall be completed <br /> within ninety (90) days of the end of said six (6) month period. <br /> f. SOLAR-USE EASEMENT: Prior to issuance of building permits, the applicant <br /> shall apply for a rescission of the Williamson Act Contract and enter into a Solar- <br /> Use Easement pursuant to Government Code Sections 51255.1, 51190, and <br /> 51191. <br /> g. BUILDING CODE REQUIREMENTS: The following California Building Code and <br /> San Joaquin County Ordinance requirements will be applicable and shall be <br /> incorporated in the construction plans before submittal to the Building Inspection <br /> Division: <br /> (1) The Construction Site Plan shall indicate the following: <br /> a) Provide parking for the physically disabled. The space(s) shall be located <br /> as close as possible to the primary entrance (C.C.R., Title 24). <br /> b) Provide identification signs for the parking space(s) including the "tow <br /> away" sign at each entrance or visible from each space (C.C.R., Title 24). <br /> c) The slope of a parking space shall not exceed 1/4 inch per foot (C.C.R., <br /> Title 24). <br />
