Currently, the Farmington Water Company (FWC) cannot provide this <br /> property, and the proposed use, with a reliable source of potable water meeting the quantity and <br /> quality standards of the California Safe Drinking Water Act (SDWA) (Health and Safety Code, <br /> Section 116270 et seq.). <br /> The North and South FWC water supply wells currently fail to meet bacteriological water quality <br /> standards, as evidenced by repeated wellhead samples that tested positive for coliform bacteria. <br /> As ordered by the EHD as a temporary solution, the water system installed continuous-feed <br /> chlorination equipment to treat the water supplied to its current customers and is monitoring the <br /> wells monthly for the presence of bacteria, until a replacement, reliable, and safe water supply <br /> can be provided. Attempted reconstruction of the North Well to address bacteriological water <br /> quality issues inadvertently reduced required water quantities for daily demands of existing users <br /> of the system. Should the South Well fail, the FWC could not maintain adequate flows and <br /> pressures mandated by the SDWA for existing users. Due to the age, location and construction <br /> of the wells, chlorination is not a permanent measure to ensure compliance with bacteriological <br /> quality requirements of the SDWA. <br /> The FWC has applied for funding through the California Department of Public Health (CDPH) <br /> to make the necessary improvements to the water system. To ensure that the FWC will receive <br /> these funds, the FWC must submit all the required engineering reports and technical information <br /> to CDPH, as the funding will be disbursed to the public water systems that meet the funding <br /> qualifications on a "first come-first serve" basis, until the available funds are exhausted. The <br /> CDPH will disburse the funds to the awarded water systems in February 2008, or thereafter. If <br /> approved for funding, the CDPH will issue the funds to FWC for the construction of two new <br /> public drinking water wells, and installation of new distribution lines that have been designed to <br /> meet the SDWA water quality and quantity requirements to serve the current customers; <br /> additional service connections to new customers; and to meet fire flow requirements. <br /> To expedite improvements to the public water system, the FWC and the applicant may consider <br /> other alternatives, such as private funding,to accomplish the necessary siting and construction of <br /> the new water supply wells that meet California SDWA public water system and EHD permitting <br /> requirements. <br /> 4 <br />
