Escalon-Bellota Road Page 2 of 2
Farmington, CA 95230
on 2007 Ground Water Conditions of the Central San Joaquin Water Conversation District was
enclosed to support the premise that there is an ample water supply, although the report discusses
the annual overdraft of groundwater in the area;
• An Analysis of Water Use and Waste Production for the Circle K, Farmington, prepared by Rory
Leckband, Mechanical Designer for the Sanguinetti Investments, LLC that estimates a use of 649,374
gallons per year.
The EHD and the California Department of Public Health (CDPH) have reviewed and discussed the
above submittals and have made the following determination:
• A well capacity study will not be required because of the concerns expressed in the FWC January 27,
2009, letter.
• The EHD will approve the building permit for the gasoline station and market and connection to the
FWC with the following conditions.
• If the Farmington Water Company experiences a shortage of water, the Sanguinetti Investments,
LLC, must install a 2,000 gallon water storage tank and booster pump capable of pumping water
at the Peak Hourly Demand rate on their property. This requirement is based on the information
submitted and usage at similar facilities, which indicates there will be more water usage with the
addition of the gasoline station and market to the Farmington Water Company Water System.'
■ Prior to installation of a water storage tank on the property, a copy of the plans for the installation
of the storage tank system must be submitted to the EHD- and the San Joaquin County
Community Development to obtain any construction permit(s) required for this installation. The
plans must show sample taps for water testing, how the storage tank will be connected to the
distribution system, and the calculations that indicate the pipes and pumps are adequately sized
to deliver the Peak Hourly Demand rate.
Thank you for your assistance with these issues. If you have any questions, please contact Adrienne
Ellsaesser, Lead Senior RENS, at (209)468-0343, or myself at (209)468-3449.
Sincerely,
Margaret Lagorio, REHS
Program Coordinator
cc: Supervisor Kenneth Vogel, Board of Supervisors, 4th District
Mr. Andrew Eshoo, San Joaquin County Counsel
Joseph Spano, California Department of Public Health, DDWEM
' The EHD contacted the City of Lathrop, the California Water Service Company, and the 'San Joaquin
County Utilities Maintenance Districts to compare water meter readings of a like facility in their service
areas to the 649,374 gallons per year estimated by Rory Leckband. The information provided supported
the estimated amount.
Using the Water Works Standards method for estimating the Maximum Day Demand to the 649,374
gallons per year day estimate for the gasoline station and market, the result is 4003 gallons per day
(649,374 gallons divided by 365 days, multiplied by a factor of 2.25). The 2002 total annual water usage
for the Alder and Jackson home sites was reportedly 422,000 gallons per year. Applying the Water
Works method for estimating the Maximum Day Demand to the 422,000 gallons per year, the result is
2601 gallons per day.
Since the 649,374 gallons per year is an estimate not actual usage, it can be deduced that the proposed
gas station and market will have at least an additional 1402 gallons per day of maximum water usage
over that of the Alders and Jacksons maximum water usage in 2002.
