MOUNTAIN HOUSE SAN JOAQUIN COUNTY MITIGATION MONITORING PROGRAM <br /> Impact Mitigation Measure Monitoring Person Timing or <br /> Requirements Agency Frequency of <br /> Res onsibW Monitorin 3 <br /> d)Specific plans subsequent to Specific Plan I shall include a comparison of the Plan Review. SJCDPW SP <br /> actual wastewater generation rates for the project with that calculated in the Master <br /> Plan. If wastewater flow rates were higher than those predicted in the Master Plan <br /> assuming implementation of water conservation measures,then the next specific <br /> plan shall specify actions that would be implemented in the next specific plan to <br /> reduce the wastewater generation rates. Approval of the specific plan(s)shall be <br /> contingent on the adequacy of the proposed actions to reduce wastewater <br /> generation rates to those calculated in the Master Plan,if appropriate. <br /> e)If sufficient off-site land cannot be secured for off-site reclamation,then on-site Plan Review/SP. SJCCDD, DP/SP <br /> reclamation shall be practiced to the maximum extent possible. Other disposal SJCDPW <br /> options,including discharge to Old River and piping the effluent to non-contiguous <br /> lands for irrigation,shall be considered,If necessary. If future specific plans <br /> propose an interim or permanent wastewater reclamation at a site other than the <br /> sites idenfified in the Master Plan,all the policies in the Master Plan and all the <br /> adopted mitigation measures,shall be applicable to the proposed alternative <br /> reclamation site(s). Any alternative wastewater reclamation site shall also be <br /> subject to the permitting requirements of the Central Valley Regional Water Quality <br /> Control Board and the Department of Health Services. Prior to the approval of any <br /> specific plan utilizing an alternative wastewater reclamation site not specifically <br /> identified in the Master Plan/Specific Plan I EIR,site-specific environmental review <br /> shall be performed(including but not limited with respect to human contact, <br /> biological impact,crop types,etc.)and additional mitigation measures will be <br /> adopted to mitigate any site-specific environmental impacts not previously <br /> addressed. <br /> f)A detailed Salt and Trace Metal Management Plan shall be submitted as part of Review reclamation SJCDPW DP for wastewater <br /> the reclamation plan to ensure that irrigation with reclaimed water is a viable long- plan. treatment plant <br /> term disposal option and to ensure minimization of salts and trace metals that are <br /> discharged to surface waters via the agricultural drains. <br /> g)The location and design specifications for the wastewater storage ponds shall be Review reclamation SJCDPW DP for wastewater <br /> provided in the Reclamation Plan.The location of agricultural drains within a one- plan. treatment plant <br /> half mile radius of the storage ponds and the sources and characteristics of soil that <br /> would be used to construct the ponds shall be identified.The design specifications <br /> shall address levee and pond bottom permeability,levee stability,and flood <br /> protection. \ <br /> h) An estimate shall be made of the wastewater volume that may seep from the Documentation from CVRWQCB, DP for wastewater <br /> wastewater storage ponds,and an assessment of potential flow paths from pond CVRWQCB. SJCDPW treatment plant <br /> seepage shall be determined for the interim and potential permanent reclamation <br /> sites. The result of the assessment shall be submitted to the CVRWQCB for <br /> determination of whether agricultural drain discharge from land irrigated with <br /> reclaimed water would be regulated as a point-source discharge under the NPDES <br /> program. The determination by the CVRWQCB shall be provided in the <br /> reclamation plan. If it appears likely that the CVRWQCB would regulate the <br /> agricultural drain discharge,then assurance that the discharge would be allowed <br /> must be documented prior to approval of the reclamation plan. <br /> PAGE 2 <br />
