(2) All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements (iTitle <br /> 9, Chapter 9-1605)and all requirements of the State of California (CCR Title 23)that are in force <br /> at the time of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto, 468-3443) <br /> a A sail suitabilityinitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to Environmental Health indicating that the area is suitable for septic system usage. The <br /> studies must be approved by Environmental Health prior to issuance of building permits <br /> (Development Title Section 9-1105.2[d]). A review fee of$610.00 must be paid at the time of <br /> submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site waste water treatment and disposal systems is required for <br /> each parcel. A permit fee of$122.00 per percolation hole is required. <br /> b. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP)and <br /> nitrates with the results submitted to Environmental Health prior to issuance of building permits. <br /> Samples are to be taken and analyzed by a State approved laboratory. (Development Title Section <br /> 9-1115.7) <br /> c. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number <br /> of service connections exceed four, a yearly permit to operate a public water system witi be required <br /> by Environmental Health. (Development Title Sections 9-1120.2 and 9-1115.9) <br /> i"he supplier must possess adequate financial., managerial, and technical capability to ensure the <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR Title 22. and Health and Safety Code Sections 116525 <br /> throuyh 116b70. <br /> NOTE_: 'The applicant shall contact Adrienne Ellsaesser, Lead Senior Registered Environmental <br /> Health Specialist, at(209)468-0343 to determine if the existing well can be permitted as a Public <br /> water system prior to final occupancy. <br /> d. Submit to Environmental Health revised site plans showing the maximum number of persons the <br /> sewage disposal system is being designed for. In addition, show on revised plans that the leach field <br /> area ml€ be barricaded so it cannot be driven over, parked on, or used as a storage area. This leach <br /> field area must be used for that specific purpose only, and it cannot contain any underground utility <br /> fines. (Development Title Section 9-1110A[c][5]) <br /> In addition, the revised site plan shall incorporate the 100 percent designed sewage disposni <br /> replacement area. <br /> e. Open, pump, and backfill the septic tank, seepage pit, or excavation under permit and inspection by <br /> Environmental Health. (Development Title Sections 9-111 O} 3 and 9-1110.4) <br /> f. Construction of an individual sewage disposal system under permit and inspection by Environmental <br /> Health is required at the time of development based on the Soil Suitability/Nitrate Loading Study <br /> findings.
