k <br /> V <br /> Parking <br /> Development Title Table 9-1015.3(a) states that for the use type Agricultural Processing <br /> - Food Manufacturing, 2.5 parking spaces shall be provided for each 1,000 square feet <br /> of building. The applicant has proposed to expand the current operation of building <br /> square footage by 36,000 square feet. This will require that 90 additional parking <br /> spaces be provided for the project, including four accessible spaces, one of which shall <br /> be van accessible. However, Development Title Section 9-1015.9 permits the <br /> modification of these requirements by the Director in cases, which due to the unusual <br /> nature of the establishment proposed or the development proposal submitted for it, the <br /> requirements may be considered insufficient, or excessive. The applicant submitted a <br /> letter dated, February 20, 2008, requesting a reduction in the number of parking spaces <br /> to 20 and the phasing of the parking requirements because the proposed project will <br /> operate 40 days per year (October 20 through December 15) and will have only six <br /> employees per shift. The Community Development Department has reviewed the <br /> request and has determined that due to the seasonal operation of this business a <br /> reduction in the number of parking spaces to 20 is sufficient for the proposed use. <br /> The site plan shows 11 proposed parking spaces. Nine additional spaces need to be <br /> provided for the project, one of which shall be van accessible. The parking area shall be <br /> surfaced and permanently maintained with asphalt concrete or Portland cement concrete <br /> to provide a durable dust free surface. (Development Title Section 9-1015.5[e]) <br /> Council of Governments <br /> San Joaquin County is a signatory to the San Joaquin County Multi-Species Habitat <br /> Conservation and Open Space Plan (SJMSCP). Participation in the SJMSCP satisfies <br /> requirements of both the state and federal endangered species acts, and ensures that <br /> any impacts are mitigated below a level of significance in compliance with the California <br /> Environmental Quality Act (CEQA). Although participation in the SJMSCP is voluntary, if <br /> applicants choose against participating in the SJMSCP, they will be required to provide <br /> alternative mitigation in an amount and kind equal to that provided in the SJMSCP. <br /> This project is subject to the SJMSCP and is located within an unmapped land use area. <br /> Per requirements of the SJMSCP, unmapped projects are subject to case-by-case <br /> review. h <br /> This can be a 90 day process and it is recommended that the project applicant contact <br /> SJMSCP staff as early as possible. Schedule a SJMSCP biologist to perform a <br /> preconstruction survey prior to any ground disturbance. <br /> Neighborhood Opposition Opposition <br /> The Community Development Department has received one letter in opposition to the <br /> project. The concerns raised are excessive traffic and pollution. The Department of <br /> Public Works has determined that the proposed project would not have a significant <br /> impact on the level of service for traffic and states that at the time of the building permit <br /> application, Traffic Impact and Regional Transportation fees will be due. <br /> 2 <br />
