October 4,2001 <br /> Job Number:LG00-28.7 <br /> Page 2 <br /> II. PROPOSED DEVELOPMENT <br /> We understand the property is composed of two(2)parcels totaling 67.59 acres. The <br /> Assessor's Parcel Numbers (APN) for the project site are 063-160-31 and.063-160-30. Parcel <br /> 31 is 37.5.1 acres and P4rcel.30 is 39.08 acres.'-The-proposed project will consist of constructing <br /> a boutique winery facility on Parcel 31. Phase 1 will`involve utilizing a portion of the existing <br /> dairy facility located on Parcel 31 which includes two.(2) water wells and several buildings. <br /> Two'new buildings and,a storm pond expansion are proposed to be built for grape processing and <br /> wine storage. The Phase.2 project will include constructing a wine tasting room. <br /> III. PRESENT_ AND PAST USE OF THE SITE <br /> "Presently, a large portion of the site is a Cabernet Varietal vineyard.and the remainder is <br /> an idle dairy facility with two homes. We understand that the site has been used as a dairy for. <br /> about 60 years. In 1995, the dairy operation ended and grapes were planted in 1919 8. Frank <br /> Natsis purchased the property from Herb Fraseh in 1999. Herb Frasch owned the property for <br /> about 50 years and now lives in a separate small parcel carved out of the subject property.' <br /> The property is currently zoned General Agricultural according to the San Joaquin <br /> Community Development property information search(http://www.c'o.san-joaquin.ca.us/ <br /> ,commdev/cgi-bin/default.exc#nuil),the property is Agriculture-Urban Reserve and Low Density <br /> Residential for 2010 zoning. <br /> :E The General Agriculture Zone is described by San.Joaquin Community Development to <br /> establish and preserve agricultural lands'for the continuation of commercial agricultural <br /> enterprises. This zone is intended to implement the General Agriculture land use category of the <br /> General Plan. <br /> IV. SURROUNDING USAGE' <br /> Most areas surrounding•the subject prop'erty'aie agricultural vineyard with low density <br /> homes. The,parcel sizes in the general are(2)'acre parcels, five acre(5)parcels, and larger. <br /> Bounding the property to the east is State Highway 88, to the southis Harney Lane, to .the north <br /> and east are vineyard. . . <br /> The following interviews were'conducted with available persons who live or work near - <br /> the subject property and/or have knowledge of septic system and:water well performance.
