This project is to be located at 14400 East <br /> State Route 88 (SR-88) adjacent to the south side of SR-88 and Sierra Drive. The <br /> Department has the following continents: <br /> Comments regarding this project were last provided by the Department to the Public <br /> Works and Community Development Departments of San Joaquin on February 27, 2006. <br /> Those comments still apply and were as follows: <br /> 1, For detailed traffic operations analyses, Traffic Operations recommends that Sim <br /> Traffic (or comparable software package) be used instead of TRAFFIX, because <br /> TRAFFIX analyzes intersections in "Isolation" and does not include the effects of <br /> upstream or downstream intersections on traffic operations. Sim Traffic analyzes <br /> intersections as a"system," with intersections directly affecting traffic flow,turn- <br /> pocket overflows and vehicle queue spillback through the study area. In addition, Sim <br /> Traffic provides measures of effectiveness that are consistent with the Highway <br /> Capacity Manual (HCM) such as movement delay and average control delay. <br /> "CMrn>as improves moNIfty across California" <br />
