The body of the TIS states that the analysis results indicate that left-turn lanes should <br /> be installed for Moth directions on SR-88 at both project access driveways. However, <br /> in the section addressing Impacts and Mitigation Measures, the"Existing+ Approved <br /> +Project Traffic Levels" do not mention the left-turn lanes. The opposing traffic <br /> volumes are high enough that a westbound left-turn lane from SR-88 to Sierra will <br /> be necessary to prevent degrading existing traffic safety. <br /> 3. The TIS mentions that the Fast Access may need to be restricted in the future to right- <br /> in/right-out. The TIS states "So for the near-term it would not be necessary. . <br /> however, in the long term, it may be necessary to implement right-in/right- <br /> restrictions". The SR-88 project East Access, if ultimately proposed, shall be <br /> right-in/right-out only using a raised island or similar device from the opening date <br /> of the project, designed to restrict left turns in our out accordingly. The right-in/right- <br /> out condition at this access would not require the construction of the a westbound left <br /> turn pocket at this access. <br /> E <br /> 4. At the proposed Sierra Drive (south) intersection, the eastbound traffic volumes in <br /> conjunction with the project's expected PM Peals Hour right-turning vehicles will <br /> require a right-turn deceleration lane to safely remove decelerating right-turning <br /> vehicles from the through lane. <br /> 5. From past traffic counts taken on SR-88 prior to Clements Road, it appears that the <br /> peak hour traffic on Fridays and the weekends maybe significantly greater than the <br /> normal weekday commute AM and PM peaks. The Friday PM peak from(4:00 PM to <br /> 5:00 PM) taken by a traffic census hose count on July 8a', 2005 was 870 eastbound <br /> vehicles. <br /> i <br /> 6. Any proposed new and/or improved access to Sit,-88 from this development shall <br /> meet Caltrans public road intersection standards. <br /> 7. The TIS analysis indicates that at the approach on the south leg of the SR-88/Sierra <br /> Drive intersection, the queue length could extend back up to 325 feet. The Project <br /> Site Plan (Figure 1) indicates that taking the aforementioned information into account, <br /> the adjacent intersecting street in the subdivision should be moved further away <br /> from the SR-88 intersection to improve the function of both intersections. <br /> 8. Any access Improvements such as the left-turn pockets will need to be in place to <br /> mitigate project Impacts at the opening date of the subdivision. <br /> ."Caltrans impmvm moblliryacra.e.a 4Wi, mia" <br />
