1. The project shall be served by a pubic sewer collection and treatment system to provide adequate <br /> services for the subdivision. Service shall be provided by the Lockeford Community Service District. <br /> (Development Title Section 9-11052) <br /> m. A terminal drainage system shall be provided to meet the requirements of the County and to provide <br /> adequate drainage for the subdivision_ Hydrologic and hydraulic analyses shall be provided and <br /> demonstrate that all property,both downstream and upstream of the discharge,will not be subject to <br /> a higher flood level as a result of the proposed change. The service shall be provided by County <br /> Service Area 45. (Development Title Section 9.1135.2) <br /> n. The subdivider shall agree and shall pay user fees for the utility services from the time Improvements <br /> are accepted by the County until the lots are placed on the County tax rolls,or up to an 18-month <br /> period,as the case may be. (Subdivision Map Act Section 66493) <br /> o. An Offer of Dedication of ground water rights on the Final Map Is required. <br /> p. APN 019-110-12 shall annex into County Service Area 45,the Lockeford Lighting District,and the <br /> Lockeford Community Service District prior to approval of the improvement plans and the Final Map. <br /> q. The property shall transfer to a zone within County Service Area(CSA)45 and the Lockeford <br /> Lighting District prior to approval of the Improvement Plans and the Final Map to provide for the <br /> operation, maintenance,and improvement of storm drainage and street lighting facilities. A new <br /> assessment for the new zone shall be based on the cost for maintenance,operation,system <br /> improvements, and any replacement program of facilities within CSA 45 and the Lockeford Lighting <br /> District. A Proposition 218 ballot or a petition shall be required to process the transfer and <br /> assessment for the new zone. The applicant shall pay for the cost to process the transfer and <br /> assessment for the new none. In addition,the applicant shall pay for the maintenance and operation <br /> of the system from the time the facilities are accepted by the District until the transferred area is <br /> placed on the assessment role of the District. (Development Title Section 9-1100.5) <br /> r. The applicant/developer shall acquire and dedicate to the County the necessary right-of-way to <br /> accommodate the 60-foot-wide collector roadway along the south property line connecting Sierra <br /> Drive to Tully Road prior to approval of the Final Map,as detailed in the agreement between <br /> Lockeford Land Group LLC and Kautz Row Crop Farms. <br /> s. The road connecting Sierra Drive to Tully Road shall be improved to County Standards for a 60-foot- <br /> wide right-of-way collector roadway. <br /> t. A traffic signal shall be installed at the intersection of State Highway Route 12/88 and Sierra Drive. <br /> U. Left-turn lanes,as detailed in the final Traffic Study(50 MPH Design)shall be installed on the <br /> eastbound State Route Route 12/88 at the State Highway Route 12188 and Sierra Drive access <br /> intersection. <br /> v. A deceleration right-tum lane,as detailed in the final Traffic Study(50 MPH Design),shall be <br /> installed on the eastbound State Highway Route 12188 at the State Highway Route 12/88 and Sierra <br /> Drive access intersection, <br /> w. A raised median shall be installed at the State Highway Route 12/88 and the east access Intersection <br /> to allow for right-tum-in and right-turn-out movements only. The median shall be designed such that <br /> the Mira Vista Lane connection on the north side of State Highway Route 12188 at this intersection <br /> will have left turn access to and from the highway. <br /> x. The applicant/developer shall pay fair share contribution for the future signalization of State Highway <br /> Route 12/88 and Brandt Road.
