i <br /> r <br /> San Joaquin Valley <br /> Unified Air Pollution Control District <br /> May 11, 1998 <br /> f"�, , 6 <br /> Chandler Martin .lr:lr�,,, �: �°9 <br /> San Joaquin County <br /> v,rl 'P <br /> Community Development Department <br /> Development Services Division <br /> 1810 East'Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: REVISIONS TO AN APPROVED SITE APPROVAL FOR A MINI-MART <br /> AND A FUEL ISLAND CANOPY TO ADD A RESTAURANT (SA-94-36) <br /> Dear Mr. Martin: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley's air quality has been.designated nonattainment by the EPA and by <br /> the Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate matter, dust). <br /> The Federal Clean Air Act (CAA) and the California: Clean Air Act require areas that are <br /> designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, the addition of a full service restaurant to this project will <br /> have a less-than-significant impact on the ambient air quality. Therefore, a negative <br /> declaration is appropriate from an air quality perspective. However, the ultimate buildout of <br /> this area will result in an increase in air emissions generated by construction activities, <br /> vehicle traffic, and area sources. As a result, the District recommends that the project <br /> proponent implement the following measures which are designed to reduce the impacts <br /> related to this type of,land use. <br /> ♦ Energy efficient design including automated control system for heating/air conditioning <br /> and energy efficiency beyond Title 24 requirements, lighting controls and energy- <br /> efficient lighting in buildings, increased insulation beyond Title 24 requirements, and light <br /> colored roof materials to reflect heat. <br /> • Planting of deciduous trees on the south and westerly facing sides of buildings. <br /> ♦ Provide low nitrogen oxide (NOx) emitting and/or high efficiency water heaters. <br /> David L.
