San Joaquin County May 11, 1998 <br /> SA-94-36 Page 2 <br /> ♦ If transit service is available to the project site, improvements should be made to <br /> encourage its use. If transit service is not currently available, but is planned for the <br /> future, appropriate easements should be reserved to provide for future improvements <br /> such as bus turnouts, loading areas, and shelters. <br /> ♦ Sidewalks and bikepaths should be installed throughout as much of the project as <br /> possible and should be connected to any neighboring residential or commercial areas. <br /> Please note that the gas station component to this project will be subject to the permitting <br /> requirements of the District. Any equipment subject to the District's Permit to Operate <br /> requirements must obtain an Authority to Construct (ATC) from the District. Construction of <br /> equipment which requires an ATC, and also any intimately related appurtenances such as <br /> foundations and utility hookups for the equipment, cannot begin until an ATC is obtained. <br /> This process can take up to 180 days. Construction of equipment not requiring a district <br /> permit is not subject to this ATC requirement. <br /> To determine if the project is subject to permit requirements, the applicant should contact <br /> the District's Small Business Assistance Office at 545-7070, or our Permit Services Section <br /> at 545-7000. To avoid unnecessary delays in the project, this should be done as soon as <br /> the applicant has determined the scope of the project. <br /> In addition, the construction phase of this project can generate emission from the movement <br /> of soil, use of heavy equipment, bulk materials handling, asphalt paving and other related <br /> activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust <br /> Prohibitions). The purpose of Regulation Vill is to reduce the amount of fine particulate <br /> matter (PM-10) entrained into the ambient air from man-made sources. The attached <br /> Synopsis highlights many of the requirements contained within Regulation VIII. The <br /> Synopsis is not meant to be all inclusive, but it can be a useful compliance aid in the field <br /> and office alike. <br /> Thank you for the opportunity to comment.
