San Joaquin County May 11, 1998
SA-94-36 Page 2
♦ If transit service is available to the project site, improvements should be made to
encourage its use. If transit service is not currently available, but is planned for the
future, appropriate easements should be reserved to provide for future improvements
such as bus turnouts, loading areas, and shelters.
♦ Sidewalks and bikepaths should be installed throughout as much of the project as
possible and should be connected to any neighboring residential or commercial areas.
Please note that the gas station component to this project will be subject to the permitting
requirements of the District. Any equipment subject to the District's Permit to Operate
requirements must obtain an Authority to Construct (ATC) from the District. Construction of
equipment which requires an ATC, and also any intimately related appurtenances such as
foundations and utility hookups for the equipment, cannot begin until an ATC is obtained.
This process can take up to 180 days. Construction of equipment not requiring a district
permit is not subject to this ATC requirement.
To determine if the project is subject to permit requirements, the applicant should contact
the District's Small Business Assistance Office at 545-7070, or our Permit Services Section
at 545-7000. To avoid unnecessary delays in the project, this should be done as soon as
the applicant has determined the scope of the project.
In addition, the construction phase of this project can generate emission from the movement
of soil, use of heavy equipment, bulk materials handling, asphalt paving and other related
activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust
Prohibitions). The purpose of Regulation Vill is to reduce the amount of fine particulate
matter (PM-10) entrained into the ambient air from man-made sources. The attached
Synopsis highlights many of the requirements contained within Regulation VIII. The
Synopsis is not meant to be all inclusive, but it can be a useful compliance aid in the field
and office alike.
Thank you for the opportunity to comment. If you have any questions, please feel free to
contact me at (209) 545-7000.
Sincerely,
Tracy em ettencourt
Environmental Planner APCD REF#980179
Northern Region
