MAR M-1,94 THU 08:" ID:SJUUAPCD NO REGION TEL NO:209 545--652 9849 P01 _---
San Joaquin Valley - 1
Unified Air Pollution Control District
March S. 1994 post Ivry brand fax transmMAl memE01
Richard Larrouy co San Joaquin CountyCommunity Development Department °ip' pA.q/G .
713'10 East Mazalton Avenue0 6J
Stockton, CA 95205
SUBJECT: USE PERMIT APPLICATION FOR A PUBLIC GOLF COURSE (UP94-2)
Dear Mr. Larrouy:
The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD). has
reviewed the project referenced above and offers the following comments:
San Joaquin Valley's air quality has been designated nonattainment by the EPA and
the California Air Resources Board for the following pollutants, PM10 (fine-particulate
matter) and O, (ozone). The California Clean Air Act (AB2595), requires areas that are
designated nonattainment to reduce emissions 5% annually until standards are met.
I
The SJVUAPCD suggests that the project applicant take all feasible measures to
reduce the amount of dust (fine particulate matter-PM,a) and ozone precursors
(Reactive Organic Gases (ROG), and Oxides of Nitrogen (NO2, NO„) that will result
from construction of this project. Specifically, the District suggests that the following
Mitigation Measures be included as part of project approval:
• All material excavated, graded or otherwise disturbed should be sufficiently
watered to prevent excessive amounts of dust. Watering should occur at least
twice daily with complete coverage, preferably in the late morning and after
work is done for the day.
0 All clearing, grading, earth moving, or excavation activities should cease when
wind speeds are equal to or greater than 20 mph.
• On-site vehicle speed should be limited to 15 mph.
David L C:nw
'h Xxecm oo ZWreetor/Alr PoamHow Coiet&W QD%Cer
1994 7uoiwnna$b*M.Su44 200.Frav4.GA 93721•(mg)497.1000-FAX=9)293-=7
Nonhem Rein CMUMI Region Sowdwmn
Ano IfrA4e4*Suie 130•M00%10.G 15356 1999 Tuo1n"Street SWe 200+Frevio,G 93721 2700 W Steel Sub273.80ff0dd.CA=01
Rol►sn000•c..u01)s.s eau rX%4971004.Fax QM219-M7 Ieasl eeyartaa•F.+c teos!e6saoco
FtiWtlanAoyeWPwr. .
