This project is located between
Kettleman Road and Highway 12 on the east side of Highway 88. We have processed this
application through our normal interdepartmental review process. The following comments were
developed by Bill Costa and Paul Cavanaugh with information inputs from Al Rice and Ray
Goulart.
This project will require a Caltrans District 10 encroachment permit. The design of the golf
course driveway will need to meet the requirements stipulated in the encroachment permit. These
requirements should include deceleration and acceleration lanes for northbound traffic on
Highway 88 (SR 88); a left-turn lane for southbound traffic on SR 88; and either a continuous left-
turn lane or acceleration lane for traffic entering southbound SR 88 from the golf course. These
requirements or modifications cannot restrict or conflict with movements from existing
driveways in the project area. We also recommend that a 50-foot setback from the SR 88 centerline
be required by San Joaquin County for all landscaping and improvements along this project's
property that is adjacent to SR 88. Presently two large oak trees exist along Highway 88 near the
proposed driveway. If these oak trees conflict with the driveway and need to be removed, then
mitigation for their removal needs to be proposed and approved by Caltrans.
A draft Traffic Study by Kittelson and Associates, Inc. is being done. Caltrans anticipates
review of this document. We look forward to continued cooperation with San Joaquin County and
the developers in the development of this project. If you have any questions regarding these
comments, please contact Bill Costa at (209) 948-7115.
Sincerely,
l G ALL ✓'
MITCHELL W.
