March 8, 1994
i
SAN JOAQUIN COUNTY
I DEVELOPMENT DEPARTMENT
COMMUNITY PMENT E LO l
Development Services Division
1810 East Hazelton Avenue SAAR = 91994 '
Stockton, CA. 95205 r
COMMUNITIItGV
PLANNING DIWSON
RE: APPLICATION NUMBER UP-94-2; USE PERMIT FOR PUBLIC GOLF
COURSE
Dear Mr. Richard Larrouy:
We are OPPOSED to the project of a public golf course to be built near us, for various reasons.
Our families have lived and ranched in this area for over thirty years. In order to continue as our families
have done and we want to do in the future, the public golf course must not be built.
The area that is described in the"project location" is PRIME AGRICULTURAL LAND.
4
There are two Dairies near us,one to the north and one to the south. Many people who golf would soon,
(within), five years begin to complain about the smell and worse yet about the flies. The flies in our area
would no doubt increase because of the garbage being kept in receptacles until a Waste/Refuge company
could dispose of it. But the flies from the dairy are a different kind than flies generated by garbage. What
would happen if too many golfers complained that the smell of the dairies or our ranch and the increase in
flies could not be tolerated. Who would be told to suffer or leave? Who would be told to cease and desist
operations?,the golf course or the dairies and us.
Heavy volumes of traffic during the Mon. -Fri.work week can be found on State Route Highway 88. j
There are many people who live in Valley Springs,Jackson, San Andreas,North and South Lake !
Commanche commute to Lodi, Stockton, and the Bay Area where they work. These commuters are often
found sitting and waiting and then waiting some more for traffic to lighten so they can make a left turn
onto Highway 88 and go home. Quite often they get tired of waiting and decided to indulge themselves,so
leap in front of traffic onto the highway and an accident has happened. On weekends we already have an
increase in traffic, some people still work Saturday and Sunday, others are heading for a weekend in the
hills or going skiing,(snow or water),now our area has become an accident waiting to happen. Would you
tell me to reroute my family or myself to go into Lodi or Stockton, if we can't stand the wait at the cross
streets of Highway 88 because of traffic.
Since we have water rights from Paddy Creek;how much more water will be diverted from our use to give
to the golf course to keep their greens green.? During the year we must use the creek to water our pastures
so that our cattle can feed off the pasture grasses. If water is diverted from our use then we would no
longer be able to keep our pastures growing for our cattle. We would then have to buy more hay and we
would then have to get price of the cattle increased. Do you eat meat? How would you like to see an
increase of about$2.00 to$3.00 a pound?
