PA-0900031 OF NICKOLAS H. & DOLORES J. SPANOS (CIO MIKE HAKEEM) (APN: 051-250-12 & 051-250-13) (17336 & 17436 NORTH STATE ROUTE 88 HIGHWAY, LOCKEFORD) The applicant has submitted the above referenced General Plan Map Amendment application to amend the General Plan designation of 17 acres of two parcels containing 37.02 acres from AIG (General Agriculture) to CIFS (Commercial/ Freeway Service). There is no underlying project submitted with this application. There are two residences and five accessory structures on the parcel. In addition, the property owner also owns the parcel to the north of the property. The Community Development Department has reviewed the above-referenced application and has the following comments: Farmland The proposed project site is zoned AG-40. The soil is in capability class Ills-3 for irrigated land and class IVs-3 for nonirrigated land. The storie index rating is 32. The land is designated Farmland of Statewide Importance on the Department of Conservation 2004 Farmland Map. Agricultural Mitigation This project will be subject to the Agricultural Mitigation Ordinance of the Development Title if the project is approved. The Ordinance requires agricultural mitigation for a General Plan Amendment that changes the designation of any land from an agricultural to a non-agricultural use or for a Zone Reclassification that changes the permitted uses from agricultural to a non-agricultural use (Section 9-1080.3[al).
