Mixed use service centers in the rural <br /> communities serve the needs of the agricultural community. <br /> Development Title Section 9-803.4 states that prior to approving a General Plan <br /> Amendment application, the Planning Commission and the Board of Supervisors shall <br /> determine that the internal consistency of the General Plan is maintained in the adoption <br /> l of the Amendment. The proposed amendment must be consistent with various General <br /> Plan goals, policies; objectives and implementation measures as discussed below: <br /> Function <br /> The function of the Commercial Freeway Service is to provide for commercial uses <br /> oriented almost exclusively to serving the needs of the freeway or state highway traveler.- <br /> Typical Uses " <br /> Typical Uses in the Commercial Freeway Service zone consist of: travel-related <br /> businesses, including gasoline service stations, food and beverage sales, eating and <br /> drinking establishments, and hotels and motels. <br /> The proposed use types are Gasoline Sales-Combination and Equipment Sales and <br /> Repair-Leisure. These use types may be conditionally permitted in the C-FS <br /> (Commercial Freeway Service) zone with and approved Site Approval application. <br /> Freeway Service Development and Locational Criteria General Plan Volume I p. IV-25 <br /> 26 <br /> Freeway Service Areas shall be: <br /> (A) designated only adjacent to full freeway interchanges, or where two (2) state <br /> highways intersect, where development will be easily accessible and visible to <br /> the freeway traveler when adjacent to the intersection of two (2) state highways; <br /> • This project does not appear to meet this criterion because the parcel is <br /> not located where State Route 88 and State Route 12 intersect. <br /> (B) limited in number to encourage clustering of uses at selected interchanges; <br /> • This project does not appear to meet this criterion because the project <br /> is not located at an intersection. <br /> (C) limited in area in order to reduce impacts on surrounding land uses and control <br /> the physical and visual extent of these areas; <br /> • Although the 14.81 acre parcel appears to be of reasonable size for the <br /> intended use it does not appear to meet this criterion when considered <br /> with the CIFS (Commercial-Freeway Service) property 180 feet to the <br /> south. <br /> 2 <br />
