(D) developed so that buildings occupy no more than 60 percent of the lot and are <br /> no more than 3 stories in height, except in the Mountain House community <br /> where buildings are no more the 5 stories in height; and <br /> • Any underlying project would have to meet this requirement. <br /> (E) designed in an attractive manner that creates a favorable impression of the <br /> County by considering the overall site design, landscaping, scale of <br /> development, signage, relationship to adjacent uses, circulation and parking, <br /> and architecture. <br /> • Any underlying project would have to meet this requirement. <br /> Service Requirements <br /> The General Plan and Development Title contain the following requirements for the <br /> provision of services. When an underlying project is processed it will be subject to the <br /> following service requirements: <br /> Wastewater Treatment <br /> In Freeway Service areas outside of communities, a public wastewater system for at <br /> least each side of the freeway. Septic systems may be permitted if only one parcel is <br /> involved, and if General Plan policies and Development Title Requirements are met. <br /> (General Plan, Volume I, pg. IV-103). A wastewater disposal system serving only one <br /> existing parcel may be privately owned and operated until additional parcels are served; <br /> then it shall become a public wastewater disposal system. (Development Title Section <br /> 9-1105.7). <br /> + Public Wastewater is required for this project because this site would <br /> be the second parcel at this intersection. <br /> Water Supply <br /> In Freeway Service areas outside of communities shall have public water systems <br /> serving at least each side of the freeway. Individual wells may be permitted if only one <br /> parcel is involved, and if General Plan policies and Development Title Requirements are <br /> met. (General Plan, Volume I, pg IV-105) A water system serving only one existing <br /> parcel may be privately owned and operated until additional parcels are served; then it <br /> shall become a public water system. (Development Title Section 9-1120.7). <br /> • Public Water supply is required for this project because this site would <br /> be the second parcel at this intersection. <br /> Stormwater Drainage <br /> In Freeway Services Areas outside of communities, a public drainage system shall serve <br /> at least each side of the freeway. (General Plan, Volume I, pg IV-109). In Freeway <br /> Service areas outside of urban communities, development projects served by a public <br /> drainage system planned for the entire freeway service area or one side of the freeway <br /> which discharges into a terminal drain is required except as follows: <br /> 3 <br />
