The proposed zone is compatible with the <br /> surrounding zones as the parcel to the north is zoned commercial and <br /> ` the parcels to the west and south are zoned industrial. The parcel will be <br /> served by public sewer, water and storm drainage. <br /> Urban zones shall be applied to areas planned for urban development only when those areas <br /> are needed for development and when services are or can be made available, except for infill <br /> areas which may be zoned with urban zones prior to the availability of public services. Until <br /> that time, the areas shall be zoned Agriculture-Urban Reserve. IV-23 states that the function of the General Commercial areas is to <br /> provide for a wide variety of individual, specialized retail and service uses that serve urban <br /> communities or regional markets, are not oriented to comparison shopping and may require special <br /> purpose trips. Typicaluses include large, often freestanding businesses that are oriented to <br /> automobile access, such as discount stores, specialty retail, automobile sales lots, and automobile <br /> repair. <br /> General Plan Volume I, p. IV-23 states that General Commercial areas shall be: <br /> (A) permitted only in urban communities. <br /> • The parcel is located within the urban community of Lockeford. <br /> (B) buffered from existing or planned residential uses. <br /> • The parcel to the south is zoned 111L (Limited Industrial) and contains a <br /> furniture wholesaler. The parcel tothe west as also tIL and contains a <br /> landscape soil supplier. State Route Highway 88 runs along the east <br /> property line. The parcel to the north is zoned C-G (General <br /> Commercial). <br /> (C) developed so that buildings occupy no more than 60 percent of the lot area and <br /> are no more than 100 feet in height <br /> 2 <br />
