Wilcox Rd.—Suite H Stockton, CA 95215 C(OPY <br /> RE: PA-0200428(SA) <br /> Schenone Specialty Foods,Inc. <br /> 18819 E.Hwy 88,Clements <br /> Dear Mr. Schenone: <br /> This letter is written in response to the telefaxed letter received on July 25,2003, in which you likted a <br /> number of specific concerns and requested answers to questions regarding the role of the Environmental <br /> Health Department(EHD) in processing of the above referenced land use project. In order to respond to <br /> the issues raised in your letter,outlined below is a brief summary of the EHD involvement in your <br /> project, as well as a response to each of your specific questions. <br /> ➢ On September 27, 2002, the San Joaquin County Community Development Department(CDD) <br /> sent referral letters requesting comments or recommendations on PA-0200428 (SA) to 24 <br /> agencies and interested parties. Included in those were referrals to the EHD and to the Central <br /> Valley Regional Water Quality Control Board(CVRWQCB). The project was described as"A <br /> Site Approval for a chocolate manufacturing and distribution facility. To include remodel of <br /> existing 3,600 square feet[sic] building for retail store and office and adding 12,600 square foot <br /> manufacturing and warehouse building."I - <br /> ➢ The CVRWQCB responded to the CDD referral by letter dated October 21,2002,with copies to <br /> you and Mr. Frank Giannecchini. The letter noted, "Food manufacturing generates high strength <br /> wastewater that is not suitable for discharge to a septic tank system. Because wastewater will be <br /> generated from an industrial process, Waste Discharge Requirements (WDRs) will be required <br /> for the discharge of wastewater at the site." Submission of a Report of Waste Discharge(RWD) <br /> was required at least 120 days prior to the start of any discharge of wastewater at the site.2 <br /> ➢ On October 29,2002,the EHD responded to the CDD referral with a letter listing the pertinent <br /> San Joaquin County Development Title and California Health and Safety Code requirements for <br /> your project.3 The standard conditions listed are under the jurisdiction of the EHD and must be <br /> approved prior to issuance of building permits for a project.
