C' Analysis <br /> General Plan/Zoning Consistent <br /> The property has a General Plan designation of Residential Low Density (R/L). Due to the lack of <br /> services, the property is zoned AU-20 (Agricultural Urban Reserve, 20-acre minimum parcel size). The <br /> use type is Religious Assembly-Community, which is permitted in the Agricultural Urban Reserve zone F <br /> subject to an approved Use Permit. The project is proposed to be developed with all on-site services, <br /> including a private well developed to a public water system standard, an on-site septic system, and on- <br /> site drainage. <br /> Land Use/Area Com atibilit <br /> The project site is currently vacant. The uses to the north are primarily residential. The uses to the east <br /> and south are primarily residential and agricultural. Linden Unified School District's Waverly School is <br /> directly across the street to the west of the project site. Directly north of Waverly School is Redwood <br /> School, which is operated by the San Joaquin County Superintendent of Schools. This school is a <br /> special education facility. The proposed religious assembly use is not expected to impact or be <br /> adversely affected by adjacent neighborhood uses. <br /> A solid masonry wall is required for screening along the north and east property lines. The wall along the <br /> east property line is being deferred by executing an agreement until that area develops residential. <br /> Trak <br /> This project was reviewed by the Development Committee on July 16, 1997. The Public Works <br /> Department at that time recommended that a traffic study be prepared. A traffic study dated October <br /> 1997 was prepared by K. D.Anderson Transportation Engineers. <br /> The addition of trips generated by the Wilmarth Road Kingdom Hall would create the need for some <br /> improvements to Wilmarth Road, along with specific on-site design features, as follows: <br /> 1. Remove trees that restrict sight distance on the northeast comer of the Walterloo Road/Wilmarth <br /> Road intersection. <br /> i <br /> 2. Widen the east side of Wilmarth Road along the project frontage to San Joaquin County standards <br /> (i.e., 12-foot-wide travel lane with a four-foot-wide paved shoulder). i <br /> 3. Design both project entrances to San Joaquin County standards for rural driveways. <br /> 4. A street light should be installed at the Waterloo Road/Wilmarth Road and Cherokee Road/Wilmarth <br /> Road intersections. At the former location, provide a right-of-way or easement as needed. <br /> These mitigation measures have been incorporated into the project design as Conditions of Approval, <br /> with the exception of installing a street light at the intersection of Cherokee Road and Wilmarth Road. <br /> The traffic study concludes that with the above mitigation measures, project related traffic will not <br /> adversely impact Wilmarth Road. <br /> j -41Pioii <br /> San Joaquin County UP-97 <br /> Pa e 5 <br /> Community Development 9 <br />
