Recommendations <br /> Action <br /> It is recommended that the Ptanning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. UP-97-4 with the Findings and Conditions of Approval in the staff <br /> report. <br /> Findings <br /> Plan <br /> 1. The proposed use is consistent <br /> the SpecficsP Plan, and Special s, and Purposeps of the Plan, andanyGeneral <br /> other <br /> and any applicable M � <br /> applicable plan adopted by the County. <br /> This finding can be made because the proposed church is consistent with the <br /> i <br /> designation and is permitted in the AG-20 zone <br /> policies of the A!G General Plan <br /> ' subject to an approved Use Permit. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other <br /> necessary facilities have been provided, and the proposed improvements are properly related to <br /> existing and proposed roadways. <br /> This finding can be made because the site has frontage on Wilmarth Road, and <br /> • <br /> water supply, sanitation, and drainage will meet County standards. The traffic <br /> impacts are mitigated by the recommendations in the K. D. Anderson traffic study, <br /> which are incorporated as Conditions of Approval. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> This finding can be made because the Site Plan demonstrates that all proposed <br /> development can be accommodated on this site and meet all County standards for <br /> parking,yards,well, septic, and drainage. <br /> I 4. issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> This finding can be made because the Initial Study prepared for this project did <br /> not identify any potentially significant impacts. <br /> 5. .
