PA-0800214 OF HAGIOS INVESTMENTS, LLC ETAL (C/O MICHAEL MEREDITH) (APN: 111-100-19, 23, 38) (ADDRESS: 3029 N FRANKLIN AVE. STOCKTON, CA 95204) This project is a Use Permit application to expand an existing group care facility from 12 residents up to a maximum of 21 residents within an existing 4,438 square foot single family residence. The Use Type is Group Care-Large. This use type refers to facilities authorized, certified, or licensed by the State of California to provide nonmedical care and supervision to adults or to dependent and neglected children. The applicant has stated that the group care home will be for the rehabilitation of substance abusers. The zoning is R-L (Low Density Residential) with a General Plan Designation of R/L (Low Density Residential). The project is located on the west side of Mendocino Avenue and Franklin Avenue in Stockton. The Community Development Department has reviewed this application and has the following comments: Background On November 19, 1987, the Planning Commission approved UP-88-0008 to permit a group care home for up to 12 children. On November 21, 2002 the Planning Commission approved a Revisions of Approved Actions to UP-88-0008 to change the approved use of the group care facility from 12 children to 12 adults. The applicant has an approved business license (No. BL- 0700104), permitting a maximum of 12 residents. Exterior Yard Area An exterior yard area is a requirement for a social care facility. (Development Title Section 9- 1030.3[a]) The exterior yard area must consist of an outdoor recreation area. (Development Title Section 9-1030.3[b])The outdoor recreation area must be a minimum of seventy-five (75)
