STOCKTON, CA 95204) <br /> This project is a Use Permit application to expand an existing group care facility from 12 <br /> residents up to a maximum of 21 residents within an existing 4,438 square foot single family <br /> residence. The Use Type is Group Care-Large. This use type refers to facilities authorized, <br /> certified, or licensed by the State of California to provide nonmedical care and supervision to <br /> adults or to dependent and neglected children. The applicant has stated that the group care <br /> home will be for the rehabilitation of substance abusers. <br /> The zoning is R-L (Low Density Residential) with a General Plan Designation of R/L (Low <br /> Density Residential). The project is located on the west side of Mendocino Avenue and Franklin <br /> Avenue in Stockton. <br /> The Community Development Department has reviewed this application and has the following <br /> comments: <br /> Background <br /> On November 19, 1987, the Planning Commission approved UP-88-0008 to permit a group care <br /> home for up to 12 children. On November 21, 2002 the Planning Commission approved a <br /> Revisions of Approved Actions to UP-88-0008 to change the approved use of the group care <br /> facility from 12 children to 12 adults. The applicant has an approved business license (No. BL- <br /> 0700104), permitting a maximum of 12 residents. <br /> Exterior Yard Area <br /> An exterior yard area is a requirement for a social care facility. (Development Title Section 9- <br /> 1030.3[a]) The exterior yard area must consist of an outdoor recreation area. (Development <br /> Title Section 9-1030.3[b])The outdoor recreation area must be a minimum of seventy-five (75) <br />
