square feet per user over two (2) years of age. The project proposes up to 21 residents. The <br /> requirement for an outdoor recreation area would be 1,575 square feet. The site plan does not <br /> indicate a specific outdoor recreation area. A revised site plan must indicate the required <br /> amount of exterior yard area and the outdoor recreation area. Neighborhood greenbelt and park <br /> space may be used to satisfy the outdoor recreation area requirement if these alternative areas <br /> are located in immediate proximity to the facility, are appropriate for recreation, and proper <br /> insurance coverage has been obtained for them (Section 9-1030.3(b)[2]). There does not <br /> appear to be any adjacent park space; however, there does appear to be sufficient area on the <br /> site for an outdoor recreation area. <br /> All outdoor recreation areas must be enclosed by walls or fences not less than six (6) feet in <br /> height. (Development Title Section 9-1030.3[c]) Should existing fencing be less than six (6) feet <br /> in height, the Review Authority may approve such alternative fencing if, upon review of adjacent <br /> uses, supervision ratios, and facility floor plans, it is determined that the existing fence height <br /> will not be detrimental to the health, safety, or welfare of facility users. The required fence is <br /> shown on the site plan. <br /> The hours of operation for outdoor activities associated with the use are not permitted before <br /> 7:00 a.m. or after 10:00 p.m. <br /> Furthermore, the applicant must provide adequate exterior maintenance to the facility and <br /> surrounding yard and setback areas. This must include a plan demonstrating provisions for <br /> regular yard and landscape irrigation and maintenance and other items of routine maintenance <br /> Public Service Access. <br /> The applicant must develop and implement a public service access plan providing or arranging <br /> for transportation, as necessary, for group care residents or children. (Development Title <br /> Section 9-1030.3[f])The plan must specifically describe the means by which residents will gain <br /> access to bus and other public transportation routes, shopping locations, medical, dental, or <br /> other health care facilities, and government offices. This plan must be approved by the <br /> Community Development Department prior to issuance of a building permit or establishment of <br /> the use. <br /> Siting Criteria. <br /> Site approval applicants for social care facilities must clearly identify industrial operations within <br /> 1,000 feet of any social care services they propose to establish. (Development Title Section 9- <br /> 1030.3[h]) (Ord. 3675). This information must be indicated on the revised site plan. <br /> Use Permit Application No. PA-0800214 is tentatively scheduled to be heard before the <br /> Planning Commission on September 4, 2008. To stay on this schedule, a revised site plan must <br /> be submitted to the Community Development Department by August 28, 2008 with the following <br /> revisions: <br /> • The location and dimensions of all exterior yard areas and outdoor activity <br /> areas. <br /> • A note indicating any industrial projects within 1,000 feet of the project site. <br /> 2 <br />
