%we I.W4
peTpamu&
February 4, 2005
FOR: San Joaquin County Environmental Health Department
304 East Weber Avenue, Third Floor
Stockton, CA 95336
PROJECT: 1500 East French Camp Road- Manteca, CA 95304
PA-04-600 (MS)
Ms. Evelyn Prouty-Applicant
SUBJECT: Surface and Subsurface Contamination Report Update Addendum
✓ Reference is made to the Surface and Subsurface Contamination Report (SSCR) completed for the
above-referenced project. Staff from EHD has requested an Update Addendum concerning this
property. The date of the Surface and Subsurface Contamination Report was September 18, 2002.
The date of report submittal to EHD was September 25, 2002. It is the policy of the EHD to require
an update of a submitted SSCR when there has been no activity by the applicant for more than six
months.
v The subject property was completely reviewed again for any surface and/or subsurface signs of
contamination. None were noted as illustrated in the attached photographs. The same drums that
were referenced in the original report are still present. The property has been cleaned up of several,
nonhazardous items. Sheep and cattle are run on the property in very low numbers.
Several one gallon and five gallon paint containers are present on the property that are being used to
paint the Prouty residence. Other typical household"hazardous materials" include pesticide sprays,
gasoline, paints, etc. The ASTM E-1527-00 Environmental Site Assessment Document refers to de
minimus environmental conditions. De minimus conditions generally do not present a material risk
to public health or to the environment and generally would not include an enforcement action if
observed by the appropriate governmental agencies. Household hazardous materials maybe
considered de minimus concerns if there has been no spillage or dumping, which was not observed.
Of particular importance, was the on-site domestic well. The EHD has concerns regarding the
wellhead seal for this well. The well seal was visually observed to have a concrete seal or
wellhead surrounding the well casing. There was approximately two inches of soil over this
concrete pedestal that made it appear that there was no wellhead. The dirt was scraped away
illustrating the concrete, as illustrated in Photograph A. Close inspection did not reveal any
cracks in the concrete. It is my understanding that a new pump house roof and sides are to be
constructed to house this well, which will prevent the inflow of stormwater or irrigation water
from entering the pump house.
Page-I-
P.
