The RWD must consider all waste streams subject to regulation by the State, including process wastewater, domestic wastewater, and storm water, and provide a system (or systems) specifically designed to provide adequate treatment and effluent disposal that is fully protective of water quality. If you already have a septic system permitted by the County, it can be used only for domestic-type wastewater. WDRs are subject to an annual fee. The first annual fee is not required at this time because the previous owner paid this fee with the initial submittal of the RWD in 2010. Based on the threat and complexity rating of 3C for the previous discharge, the annual fee was estimated to be $1,521. Please understand that the permitting process requires direct communication with the facility owner/operator unless you designate in writing another party that will represent you in the process. Ordinarily, such a third party is a registered professional such as a consulting engineer or geologist that is familiar with the applicable regulations and policies, as well as the technical aspects of the proposed discharge. By 1 December 2013, please submit the enclosed application form (Form 200). In your response to Sections VI and VII of Form 200, include a technical report (RWD) containing the information specified in the enclosed Technical Information for a Report of Waste Discharge. A consultant should be able to assist you with preparing a report that includes this information, and it must be signed by a registered Professional Geologist or Civil Engineer. The RWD must be submitted by 1 March 2014. Alternatively, you can submit an addendum to the October 2010 RWD as defined in our letter of 26 September 2012 to the previous owners by above due date, but (as noted above) you must certify in writing that the previously submitted technical report as amended by your addendum completely describes any current and planned discharges of waste.
