o Approximately 10-acres of the 40-acre parcel will be developed, 10-acres will be <br /> used for vegetable gardening and 20-acres will be planted in almond and/or <br /> apple orchards. The adjacent 100-acre parcel will be used strictly for farming <br /> (almonds). <br /> o Every resident is expected to participate in the job training and will receive a <br /> minimum of 100 hours of training. <br /> ACCESSORY USES <br /> The following uses/activities are proposed as accessory to the group care facility: <br /> o Pow-Wow Area: Pow-wow ceremonies may be permitted for residents and the <br /> resident's family members. Any additional large-scale ceremonies will be <br /> required to obtain an approved Special Event Improvement Plan. An arbor will <br /> be constructed within the pow-wow area designated on the Site Plan. <br /> o Meditation Area: The meditation area designated on the Site Plan will be used <br /> by residents of the group care facility and during special ceremonies. An arbor <br /> will be constructed within the meditation area. <br /> SPECIAL EVENTS <br /> Pow-wow ceremonies may be permitted on a small-scale basis for employees and <br /> residents of the group care facility and the resident's family members. Any large-scale <br /> ceremonies involving patrons outside of the group care facility will require an approved <br /> Special Event Improvement Plan application. A maximum of four (4) Special Events are <br /> permitted on an annual basis. (Development Title Section 9-110.4) <br /> CAMPINGIRECREATION <br /> The Site Plan shows a designated area for camping. In order to approve the camping <br /> area as an accessory to the group care facility, the applicant needs to provide additional <br /> information to the Community Development Department. This information should include <br /> the number of camping spaces, frequency of use, and parking accommodations. The <br /> applicant may also choose to revise the project description to include a Recreation- <br /> Campground use type. Campgrounds may be conditionally permitted in the AG-40 zone <br /> with an approved Use Permit. This would require re-notification of agencies and <br /> neighbors with the revised project description and a revision of the Initial Study. If the <br /> camping area will only be used during Special Events, this information can be submitted <br /> with the Special Event Improvement Plan application at a later date. If the camping area <br /> will not be included as an accessory to the group care facility, the Site Plan needs to be <br /> revised. The area can be proposed as a recreation area. <br /> LOSS OF AGRICULTURAL LAND <br /> According to the San Joaquin Important Farmland Map (Department of Conservation), <br /> the land proposed for development is classified as Prime Farmland. The loss of <br /> approximately ten (10) acres of prime farmland is considered a significant loss of <br /> agricultural land. By providing one of the following mitigation measures listed below, this <br /> impact can be reduced to less than significant: <br /> 1. By providing water supply for agriculture. <br /> 2. By assisting agriculturists in developing restoration and conservation projects. <br /> 3 <br />
