The project consists of <br /> establishing a group care facility,which will include a 24-bed facility on 40 acres and a 26-bed <br /> facility on 100 acres. The project will be constructed in two phases and is located on the north <br /> side of French Camp Road and east of Airport Way. <br /> The project will require the conversion of open-space agricultural lands to non-open space use. <br /> San Joaquin County is a signatory to the San Joaquin County Multi-Species Habitat <br /> Conservation and Open Space Plan (SJMSCP), and as such should condition the project <br /> applicants to participate in the SJMSCP. Currently, the mitigation fee rate for the conversion of <br /> agricultural lands is $1,690 per acre,which is applicable to the gross acreage of the project. <br /> Participation in the SJMSCP satisfies requirements of both the state and federal endangered <br /> species acts, and ensures that the impacts are mitigated below a level of significance in <br /> compliance with the California Environmental Quality Act(CEQA). Although participation is <br /> the SJMSCP is voluntary, lead agents should be aware that if project applicants choose against <br /> participating in the SJMSCP,they will be required to provide alternative mitigation in an amount <br /> and kind equal to that provided in the SJMSCP. <br /> If you have any questions,please give me a call at (209) 468-3913. <br />
