California Regional Water Quality Control Board
■/ Central Valley Region .
Winston H.Hickox Robert Schneider,Chair Gray Davis
Secretaryfor Sacramento Main Office Governor
Environmental Internet Address: http://www.swreb.ca.gov/mgcb5
Protection 3443 Routier Road,Suite A,Sacramento,California 95827-3003
Phone(916)255-3000•FAX(916)255-3015
O
W
C 'cam
r a3
30 June 2003 t
— z
S Cr-
Jennifer Jolley = Trn
San Joaquin County Community Development F a
1810 East Hazelton Avenue —
Stockton, CA 95219
SCH#2003062018,AGRICULTURALLYRELATED GROUP CARE FACILITY,MANTECA,SAN
JOAQUIN COUNTY
Staff has reviewed the negative declaration for an agriculturally related group care facility in Manteca,
San Joaquin County. The document package was distributed by the State Clearinghouse and is identified
by number SCH 2003062018. The project consists of a 50 bed, agriculturally related group care facility
on 140 acres.
Waste Discharge Requirements
If wastewater will be generated and treated, stored, or disposed on site, Waste Discharge Requirements
()?VDRs)will be required. The project proponent shall submit a Report of Waste Discharge (RWD) at
least 120 days prior to discharging wastewater at the site. California Water Code Section 13260 requires
submittal of the RWD.
Construction Stormwater Permit
An NPDES General Permit for Storm Water Discharges Associated with Construction Activities, Order
No. 99-28-DWQ is required when a project involves clearing, grading, disturbances to the ground, such
as stockpiling, or excavation. Currently, construction activity that involves soil disturbances on
construction sites five acres or greater or which are part of a larger common plan of development or sale
require a construction storm water permit.
Because construction associated with the project may disturb more than five acres, the property owner
may need to obtain permit coverage under the NPDES General Permit No. CAS000002 for Discharges
of Storm Water Associated With Construction Activity.
Before construction begins, the proponent must submit a Notice of Intent to comply with the permit to
the State Water Resources Control Board and a Storm Water Pollution Prevention Program (SWPPP)
must be prepared.
California Environmental Protection Agency
Co Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our Web-site at http://www.swrcb.ca.gov/mgcb5
