March 26,2003 <br /> Job Number:LG02-031 <br /> Page 2 <br /> — <br /> 2.0 PROPOSED DEVELOPMENT AND SITE CONDITIONS <br /> — The proposed Phase I plan is a treatment center for alcohol and gambling. In addition, a native <br /> American cultural center is planned. The Phase II plan (onsite)is for a social service program, <br /> youth center and elder center. The Phase III is for a native American health center and dental <br /> " cli�niC The site plan indicates the completed facility will include ten(10) structures. Phase 1 <br /> will consist of a 7,000+/- square foot administration building and a 8,800+/- square foot men's <br /> rehabilitation building. The other eight(8)buildings include an 8,500 square foot clinic, 9,500 <br /> square foot social service building, 3,500 square foot shelter, 4,500 square foot halfway house, <br /> 9,000 square foot votic, 400 square foot maintenance, duel diagnosis building, and one future <br /> building. A portion of the parcel will be for agricultural use. <br /> Detailed information regarding the Phase I development was provided to our office. Details <br /> regarding human occupation for Phase II and III are undetermined at this time. The planned <br /> occupation associated with Phase I is 50 beds for a men's alcohol treatment center, four(4) <br /> administration people for one(1), eight(8) our-shift, (5) days per week, and six 6 <br /> — rehabilitation people per shift for three (3), eight(8) hour shifts, seven (7) days per week. The <br /> nitrate loading balance ion of this report will address the phase i development. The <br /> feasab� ility oI ase II and III sewage disposal will be discussed. <br /> Large agricultural parcels bound the property in other directions. A search of septic system <br /> permits issued was conducted from the files of EHD for septic system located at the site. The <br /> record search did not locate any septic system or well permits for the subject site. <br /> — <br /> 3.0 GROUND WATER <br /> The San Joaquin County Flood Control and Water Conservation District ground-water depth and <br /> _ elevation maps were reviewed to determine the ground water levels at the site.' The Fall 1998 <br /> and Spring 1999 maps are the most recent maps available from the County. The depth to ground <br /> water below the site during the periods of Fall 1998 and Spring 1999 are approximately 25 feet. <br /> The gradient and flow direction through the site during the periods of Fall 1998 and Spring 1999 <br /> are 11.4 feet per mile and 9.4 feet per mile,both flowing north. Table I summarizes all the <br /> available ground-water information collected for the site and nearby area. <br /> San Joaquin County Flood Control and Water Conservation District.
