PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY a
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer .. r
lFoafiv
304 East Weber Avenue, Third Floor• Stockton, CA 95202
209/468-3420
April 5, 2000
TO: San Joaquin County Community Development Department
FROM: Public Health Services
Environmental Health Division
CONTACT PERSON: Rodney Estrada, Senior R.E.H.S.
PHONE NUMBER: (209) 468-0331
RE: -99-11, GP-00-2, ZR-00-4, UP-00-4
A ention Tina Wehrmeister
22 East French Camp Road, Manteca
GP-99-11, GP-00-2,ZR-00-4:
The Environmental Health Division does not support the General Plan Amendments and Zone
Reclassifications•on this application: These proposals would encourage development in areas
which are even more isolated from public water and public sewer services than current
provisions. The Environmental Health Division recommends that if isolated developments are
approved, that subsequent adjacent developments not be approved unless a County Service Area
is created for full public services. This should help mitigate nitrates and other potential
contaminations that have occurred in the past.
UP-00-04:
The Nitrate Loading Study prepared for this project indicates an existing nitrate impact to well(s)
adjacent to this proposed site. This Nitrate Loading Study specified the design of a civil
engineered onsite sewage disposal system which should minimize future nitrate loading to the
first water aquifer.
If the project is approved by the Planning Commission and Board of Supervisors, the following
conditions must be met with results provided to our Division:
A. The sewage disposal system(s) shall be designed and installed under permit as detailed in the
Nitrate Loading Study and under inspection by the Environmental Health Division is
required at time of development. (San Joaquin County Development Title, Section 9-1110.3
and 9-1110.4). This alternative type system will be required to be permitted on an annual
basis at a current$225.00. It will be required to provide one Lysi-meter next to the leach
field and provide bi-annual sampling. The pumping of the septic tank(s) will be required
every 2 years as directed by the Nitrate Loading Study.
A Division of San Joaquin County Health Care Services
