The project,located on the west <br /> side of South SR-99 West Frontage Road and 1.7 miles north of Lathrop Road(north of <br /> Manteca),proposes to expand an existing large winery in three phases over five years. The <br /> expansion,among others,will include new refrigeration station and plants,new centrifuge and <br /> filter canopy,a new maintenance shop building,a new processing building, and office area. <br /> Upon review of the project,the Department has the following comments: <br /> Exhibit 4,Count of Positions,of the Use Permit Application indicates that this proposed project <br /> will add 25 additional employees and 25 additional parking stalls from the existing year 2011 to <br /> project completion in 2015. No major change in truck per day usage was noted. <br /> The cumulative impacts of the proposed land use development will contribute to the degradation <br /> of the Level of Service on the State Highway System,which will eventually require <br /> improvements to accommodate the increase in traffic volumes along mainline and intersection <br /> portions.
