SA-93-43 (REVISED) <br /> SOUTHEAST QUADRANT OF FRENCH CAMP ROAD AND INTERSTATE 5 <br /> The City of Stockton has reviewed the subject application and <br /> offers the following comments : <br /> 1 . A new law, Government Code Section 56133 (effective <br /> January 1, 1994) requires LAFCO review and approval of <br /> all extensions of utility service outside City limits . <br /> As the subject property is adjacent to existing City <br /> limits, LAFCO will require that the owner/developer apply <br /> for annexation to the City as a condition of approving <br /> sewer service . The owner/developer should be aware that <br /> prezoning and environmental documentation will be a <br /> prerequisite to annexation into the City. <br /> 2 . In order for the owner/developer to continue the phased <br /> development of this site in the City (Phase I - card lock <br /> gas facility; Phase II - mini-mart with gas) , the site <br /> layout shall conform to City of Stockton Planning <br /> Commission, Policies and Standards No. 11, "Development <br /> Standards for Mini-Marts Selling Alcoholic Beverages and <br /> Dispensing Gasoline . " Phase II of this project will <br /> require the issuance of a Use Permit from the City which <br /> will require that the site layout conform to the <br /> aforementioned policy. <br /> 3 . This project will be seriously impacted when the Arch- <br /> Airport-Sperry Road Specific Plan is adopted. Approval <br /> of the proposed Specific Plan is anticipated in 1994 . <br /> Dedication may be required pending the ultimate alignment <br /> of Arch-Airport/Sperry Road as determined by the Specific <br /> Plan when adopted. Absent any re-alignment of the <br /> "STOCKTON...CALIFORNIA'S SUNRISE SEAPORT" <br />
