SA-93-43 (REVISED)
SOUTHEAST QUADRANT OF FRENCH CAMP ROAD AND INTERSTATE 5
The City of Stockton has reviewed the subject application and
offers the following comments :
1 . A new law, Government Code Section 56133 (effective
January 1, 1994) requires LAFCO review and approval of
all extensions of utility service outside City limits .
As the subject property is adjacent to existing City
limits, LAFCO will require that the owner/developer apply
for annexation to the City as a condition of approving
sewer service . The owner/developer should be aware that
prezoning and environmental documentation will be a
prerequisite to annexation into the City.
2 . In order for the owner/developer to continue the phased
development of this site in the City (Phase I - card lock
gas facility; Phase II - mini-mart with gas) , the site
layout shall conform to City of Stockton Planning
Commission, Policies and Standards No. 11, "Development
Standards for Mini-Marts Selling Alcoholic Beverages and
Dispensing Gasoline . " Phase II of this project will
require the issuance of a Use Permit from the City which
will require that the site layout conform to the
aforementioned policy.
3 . This project will be seriously impacted when the Arch-
Airport-Sperry Road Specific Plan is adopted. Approval
of the proposed Specific Plan is anticipated in 1994 .
Dedication may be required pending the ultimate alignment
of Arch-Airport/Sperry Road as determined by the Specific
Plan when adopted. Absent any re-alignment of the
"STOCKTON...CALIFORNIA'S SUNRISE SEAPORT"
