Stagno <br /> Dear Mr. Luoma: <br /> The Lathrop City Council considered the information you have provided us on the above application and, <br /> after reviewing the referral information,initial study, draft Negative Declaration and application have the <br /> following comments: <br /> 1. The issuance of a Negative Declaration on this project is not appropriate. There are potentially <br /> significant impacts on the environment, specifically traffic, odors, flies and inadequate sanitation <br /> facilities. There is no appropriate documentation in the Initial Study to support the conclusions <br /> that are made. The proposed location of this slaughterhouse so close to an urbanized area cannot <br /> help but cause significant environmental impacts. It is also less than 1800 feet from a planned <br /> residential area within Lathrop's Sphere of Influence(and our General Plan). This area has been <br /> part of the City's Sphere since 1992. There is no explanation of how the animals are going to be <br /> arriving at the site. How are the butchered carcasses going to be shipped out? Without this <br /> information,how do we know how much traffic is going to be generated and what the potential <br /> impact will be on a two-lane country road? In addition,the time that these large vehicles will be <br /> arriving or leaving could be of concern. The initial study states that if there is an impact,then a <br /> traffic study should be required. Until such time that it is shown not to be an impact,this must be <br /> considered a possible impact and evaluated as such. Is the County planning to allow the required <br /> incineration of sheep and goat heads on site or will they be removed for disposal at a licensed <br /> facility? If they are to be removed,how long will they be allowed to remain on site without <br /> refrigeration before removal is required? If they are not to be removed, what type of air quality <br /> permits are needed? <br /> 2. The findings for approval of a conditional use permit cannot be made. Use permits are required <br /> in the first place because there is the potential for problems because of a certain type of land use. <br /> A slaughterhouse is a perfect example. 'There is land properly zoned for a slaughterhouse <br /> throughout the County. Some of these areas would be appropriate and some would not.
