In addition,this property is very close to the City of Lathrop which already has <br /> residential development directly downwind from the site. Future residential development, <br /> according to Lathrop's General Plan,will be located less than 1800 feet from the proposed <br /> slaughterhouse. It is not possible to find that the site is physically suitable for the type of <br /> development,that the proposed use is compatible with adjoining land use and that there will be <br /> no significant detriment to the public health and safety. The approved discharge permit is for a <br /> smaller facility. The proposed slaughterhouse cannot be served by the current permit. This <br /> project cannot be built without new or revised waste discharge requirements from the RWQCB. <br /> How can this possibly not cause a detrimental effect on the surrounding property? <br /> 3. The second phase of the permit is not scheduled to take place for 5 years. How is that possible <br /> when they are required to obtain a building permit within 18 months? <br /> 4. The information provided by the application is insufficient to be able to properly evaluate the <br /> proposed use and its impacts on nearby land. For example,there is no discussion as to the <br /> handling of whole blood and the storage and off-haul of carcasses,pelts and inedible parts of the <br /> animal. Of particular concern are the brain and intestinal linings of sheep and goats which often <br /> times carries a disease similar to that of"mad cow"disease. The USDA has shut down a similar <br /> facility in Merced County for this and other processes that appear to be similar to the proposed <br /> project. Besides providing additional information to all concerned parties,we would recommend <br /> the County contact the Merced County Health Department for background information on this <br /> type of operation. In addition,the initial study does not show the need for USDA approval of the <br /> operation as well as the disposal sites and permitting of the tallow company for all waste <br /> generated from this proposed project. <br /> The City Council of the City of Lathrop requests that you deny this application to place a slaughterhouse <br /> where it will be severely detrimental to the City and surrounding property owners. The City Council has <br /> further directed staff to attend all public meetings on this project and vigorously oppose its approval. <br /> Please notify us of all meetings and provide us with staff reports prior to the meeting so that we may be <br /> adequately prepared. <br /> Sincerely, n <br /> ✓I Q <br /> Pamela R.
