Hazelton St. <br /> Stockton, CA. 95205 <br /> Re : Frewert Road Stagno slaughterhouse permit <br /> Dear Mr. Luomo <br /> There are many reasons why a conditional use permit should not be <br /> granted to the Stagno slaughterhouse, foremost may be the fact that <br /> the applicant originally stated 500 animals per week would be killed <br /> now he states that 500 per DAY will be slaughtered. (and fed, making <br /> manure and odor) <br /> I would like to specifically address four issues : <br /> 1 . ODORS <br /> 2 . BLIGHT <br /> 3 . PROPERTY VALUES <br /> 4 . POOR PLANNING <br /> 1. There is no effective recourse against noxious odors emanating <br /> from this slaughterhouse and like operations. Today, and for the <br /> past years of limited operation, Stagno stinks up the neighborhood, <br /> making living conditions unbearable. Whichever way the wind blows , <br /> those odors travel miles. <br /> I have personally fought a battle for myself and other residents <br /> against odors in the Lathrop area. I have made complaints and sought <br /> solutions since 1987 . I know first hand that there is no effective <br /> way for citizens to combat these odors. S.J. County, the health dep- <br /> artment, the Central Valley Air Pollution control district, The Calif- <br /> ornia regional air quality control board, even the California Regional <br /> Water Quality Control Board, all have had complaints from me and my <br /> group of landowners. There was no action taken by any of these <br /> entities , with the exception of a visit from Supervisor Edward Simas <br /> who actually came out and walked, inspected, and smelled the problem. <br /> Even with his political clout, no actions of curtailment or improve- <br /> ments in the odor situation have occurred . <br /> -72- <br />
