Property values. <br /> Even if item 1 and 2 were eliminated, or improved, still the <br /> stigma of a slaughterhouse located nearby is guaranteed to drast- <br /> ically reduce the value of area property. Any person with common <br /> sense will confirm this, and any real estate appraiser will document <br /> this for you should that be necessary. . . you choose the appraiser . <br /> Government should not have the right to make decisions which result <br /> in stealing money that property owners have invested in their real <br /> estate, without compensating those people. <br /> 4 . Poor planning. <br /> Contiguous to this property of Stagno' s , just to the south is <br /> a planned subdivision called Riverwalk, a major project with some <br /> 400 homes planned. This community, and its residents present and <br /> future, should not be subjected to the nuisances of odors , flies, <br /> dust, noise, or blight. Lathrop city personnel are vigorously opposing <br /> this project of Stagno' s. They anticipate the avalanche of complaints <br /> that they, and the county of San Joaquin will have to handle if the <br /> slaughterhouse is allowed to continue . Stagno could even be using <br /> the County as an accessory to extort money from Citation Homes, <br /> when he offers to go away for the right price . That could be a serious <br /> legal complication for the County that you need to explore . <br /> SUMMARY : <br /> It should be clear to anyone that a person with the temperment <br /> and past history of operation that the stagnos possess can not be <br /> trusted to self police their water pollution and odor problems . <br /> (read the enclosed Stockton Record article enclosed and form your <br /> own opinion. ) <br /> In all of my dealings with various boards , I have found that <br /> STAFF RECOMMENDATIONS are the most important part of the permit <br /> process. Boards listen carefully and most often agree with what <br /> you, as staff develop and recommend. If this was an ordinary <br /> agricultural usage , it would not require a use permit, but it is not. <br /> It is an odious, down and dirty industrial processing plant trying <br /> to sneak in under cover of agricultural usage . <br /> Ordinary AG usage would allow a few cows per acre. There is no <br /> way that Stagno would be allowed to keep over 500 pigs and other <br /> animals in small pens on this 13 acre site. Limits to numbers <br /> of animals make good common sense, and this is the second time I <br /> have referred to common sense, at it should not take a consultant <br /> to tell us that a pig farm next door to a housing development is <br /> poor planning. <br /> This permit application should be denied. <br /> -74- <br />
