I J
1.01
San Joaquin Valley
Unified Air Pollution Control District
0 ( ,
December 20, 1994
Chandler Martin !1 i=; ? 1994
San Joaquin County .UMMU"dI i Ur.VLLVr111"A, Ut.'I.
Community Development Department PLANNING RIOIJN
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: A USE PERMIT APPLICATION FOR A SLAUGHTER HOUSE (UP-94-14)
Dear Mr. Martin:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed
the above referenced document and offers the following comments:
The San Joaquin Valley's air quality has been designated nonattainment by the EPA
and the California Air Resources Board for the following pollutants, PM10 (fine
particulate matter, dust) and 03 (ozone). The California Clean Air Act (AB2595),
requires areas that are designated as nonattainment to reduce emissions 5% annually
until standards are met.
This project has been determined by the District to have a minimal long-term or
operational effect on ozone precursor and PM10 emissions. However, the District is
concerned with the potential for this project to emit odors. Measures should be taken
to avoid the generation of objectionable odors as a result of this project. Proper
house-cleaning of the slaughter area should be conducted as necessary to preclude
or eliminate odors in a timely manner. Specifically, by-products (viscera, effluent,
etc.) should be handled, treated or disposed of in a manner consistent with the
prevention of objectionable odors that may result in nuisance complaints to the
District. This includes the pond area detailed on the map. Proper treatment of the
effluent that will end up in the pond could be an essential element in an odor
control/elimination program.
Odor complaints have been forwarded to the District in regard to the egg processing
operation. The District wishes to avoid a compounding of this intermittent problem,
and would appreciate efforts on the part of the applicant to avoid odor generation.
David L.Crow
Executive Director Air Pollution Control Officer
Northern Region Central Region Southern liegion
