The effluent or drawoff line <br /> should be placed near, but below the water surface at the south end of the pond, adjacent to <br /> the application area. This pipe level should be controllable and with a locking device. <br /> There must be flow measurement meters on both influent and effluent lines. <br /> The following contingencies will be made in the event adverse conditions develop with the <br /> operation of the facultative pond: If BOD5levels cannot be reduced sufficiently, a Dissolved Air <br /> Flotation (DAF) treatment system or skimmer tank will be installed before wastewater enters the <br /> facultative pond. Secondly, if odors from the pond become objectionable leading to complaints, an <br /> aerator(s)will be installed in the pond. Thirdly, if effluent quality is substandard, there is sufficient <br /> acreage to install a polishing pond before land application. <br /> G. PROPOSED FACULTATIVE POND MONITORING <br /> Section 4,Paragraph 4.13 of the San Joaquin County Environmental Health Sewage Standards states <br /> monthly monitoring by a certified sewage plant operator is required. Analyses required may include <br /> BOD5i DO, SS, TKN, etc. of influent and effluent. Results of analyses must be made available to <br /> the Director of Environmental Health and the Central Valley Regional Water Quality Control Board. <br /> As referenced before,the average daily flows and peak flows are to be determined by placing a flow <br /> meter on both the fresh water supply and on the flow into the facultative pond. <br /> H. CURRENT GROUNDWATER QUALITY AND PROPOSED GROUNDWATER MONITORING <br /> Groundwater analyses was conducted of both the top aquifer (zone of saturation) and the on-site <br /> domestic well(See Appendix). Results indicate high nitrate in the upper saturated zone of 120 ppm <br /> which is to be expected in agricultural production areas, and virtually no nitrate from the domestic <br /> well. Salts are high throughout the saturated zones, also indicative of this locale due to apparent salt <br /> water intrusion. As stipulated by the San Joaquin County Environmental Health Department, <br /> groundwater monitoring will consist of two monitoring wells, one situated upgradient and one <br /> downgradient to be monitored yearly for potential impact. Wells will be installed after development <br /> of the abattoir. <br /> I. GROUNDWATER DIRECTIONAL FLOW <br /> Three boreholes were drilled on January 21, 1998 to measure current static water levels and <br /> determine groundwater directional flow. The attached potentiometric surface map indicates the <br /> groundwater is flowing toward the east.
