Purpose/Context of the GIMP <br /> This Odor Impact Minimization Plan (GIMP) provides guidance to on-site operations personnel <br /> for the components of this Plan, in accordance with Title 14, California Code of Regulations <br /> Section 17863.4. The operator will implement and maintain this GIMP; This section states that <br /> if the operator will not be implementing any of the required procedures, the plan shall explain <br /> why it is not necessary. Valley Organics will be able to implement all required procedures. <br /> Valley Organics is a windrow composting facility receiving green material and commingled <br /> green material with food scraps, and selling organically certified compost. The facility receives <br /> a maximum of 500 tons per day and 182,500 tons per year. All feedstock is processed and <br /> incorporated into windrows within 3 days of receipt. No material willxemain on site for more <br /> than six months, but the most finished compost and other material is sold and/or removed <br /> from the site within one month. <br /> Odor Monitoring Protocol <br /> The Valley Organics composting facility is located in an agricultural area with scattered <br /> residences. Since Valley Organics staff are the closest to the composting operations, they will <br /> be the first to assess the odor impacts on and off site. Each day, the site operator, or <br /> designated employee, will investigate to determine if there is any off-site odor by walking the <br /> perimeter of the property. As a result, the operator will determine if additional management <br /> measures are required. <br /> If objectionable odor is identified by the site operator, the following monitoring protocol will be <br /> followed. <br /> 1. Investigate and determine the likely source of the odor <br /> 2. Determine if on-site practices can minimize the odor; if so, implement immediately <br /> 3. Determine if significant_odor is traveling beyond site boundary and note wind direction <br /> 4. Determine whether odor event is significant enough to con the LEA/or neighbors <br /> 5. Record event with date, time„wind direction, location and action taken in Site <br /> Operations Log <br /> If it is determined that odor has moved off-site, follow these general steps and implement <br /> specific protocols detailed in the Operational Procedures section. <br /> • Identify the source of the odor <br /> • If it is in the processing/grinding area: <br /> o Mix the material with non-odorous compost or carbonated organics <br /> o Cover the material with additional wood chips, compost or tarp if necessary <br /> o Mist the material to prevent odor from spreading <br /> • If it is in the windrow area: <br /> o Oxygenate the windrows by mixing with the windrow turning machine <br /> o Check to see if aisles are clear of material and ponding water and correct if <br /> necessary <br /> • If this process is not successful at solving the problem, truck the material to a landfill <br /> 1 <br />
