The closest receptors are located to the northeast of the facility operations There are seven (7) <br /> residential units within 1400 feet of the facility (one to the north, five to the east and one to the <br /> west). There are no residences to the south of the site. There are another r six (6) within a half <br /> mile of the site, to the east. There are horse ranches to the west and east of the property. <br /> The processing (grinding) operation is located furthest from the receptors. The active <br /> composting operations are downwind from the receptors. <br /> Meteorological Conditions <br /> Historically, the predominant wind is from the Northwest ranging from 10-20 mph. Maximum <br /> wind conditions could reach 30 mph during the month of July. Therefore, careful monitoring of <br /> wind conditions is important during the summer months. Windrow turning and moisture <br /> content and odor will be evaluated when winds are over 25 mph and suspended if odor is <br /> identified at the near the property line. <br /> The area is dry in the summer, with rain averaging 2- 3 inches per month during the winter and <br /> early spring. Historically, rainfall totals approximately 15 inches per year. Management <br /> practices during the dry months will involve monitoring to be sure enough moisture is in the <br /> material, and during the rainy months to prevent any ponding of water on site. <br /> Complaint Response Protocol <br /> Odor complaints are generally referred to the Local Enforcement Agent (LEA), at the San <br /> Joaquin County department of environmental health. If the Community Development <br /> department receives the complaint, it will be directed to the LEA. The LEA will then notify the <br /> operator. During working hours (7 a.m. —4 p.m.), the contact will be through the Valley <br /> Organics office. After working hours, the site operator can be reached via cell phone. <br /> If the Operator receives the complaint directly, it will be logged with the date, time and <br /> response and reported to the LEA. The Operator, and the LEA if available, will verify the <br /> complaint and the Operator will assess the complaint by determining the on-site source and <br /> make a recommendation to the LEA on how it will fixed within 24 hours (48 hours on a <br /> weekend/holiday). <br /> The operator will implement management practices articulated in this document according to <br /> time of year, weather, and source of complaint. After corrective action is taken, the operator <br /> will contact the person who issued the complaint and determine if it is addressed from their <br /> perspective. If possible, LEA will join operator to review in a reasonable timeframe. <br /> The site Operator will document all complaints, results and actions, including date, time and <br /> weather conditions, in the Site Operations Log. This log will be maintained on-site at the Valley <br /> Organics facility. <br /> 2 <br />
