In order to assist the state in meeting <br /> these diversion goals, Valley Organics composting is interested in accepting commingled green <br /> materials and food scraps at the San Joaquin County facility although it will also continue to <br /> accept green materials that are not commingled from landscapers and municipalities. Valley <br /> Organics will implement and supplement management protocols to ensure that there are no <br /> issues with odor, vectors, or reduced quality of compost product for sale at the facility.This <br /> proposed Odor Impact Mitigation Plan (GIMP) will be approved and enforced by CalRecycle. <br /> Materials on Site <br /> There will be three categories of material on the site; "incoming," "composting," and "overs." <br /> Of most significance, is the incoming material will be incorporated into windrows within three <br /> days, and no particular material will remain on the site longer than six months. <br /> Incoming material—Feedstock Processing Area <br /> When material is delivered to the site, it is deposited in an area reserved for grinding. This <br /> area will adhere to fire department requirements (see Fire Protection section). First,the <br /> material is screened for non-compostable materials. These materials are separated and <br /> placed in a covered dumpster. This dumpster is emptied when full, at a minimum of once <br /> per week. The green and commingled material is then put through the grinder and placed <br /> into windrows. All compostable material entering the site will be ground and incorporated <br /> within three days of receipt. As soon as it is formed into windrows, the composting process <br /> and conditions associated with this process will begin. <br /> Composting material— Windrow area <br /> Once the material is placed into windrows it will be monitored for temperature and <br /> moisture and turned to ensure that it meets CalRecycle pathogen reduction requirements <br /> and VOC reduction requirements from the Air District. This process is similar to the current <br /> operations at the site. The new air district regulations imposed will require a more <br /> prescribed watering regime to reduce air contaminants, and additional watering and <br /> maintenance to prohibit the tracking of material off site and for dust suppression during the <br /> dry months. Following the time and temperature requirements,the material will remain in <br /> the windrows until it is cured. This stage begins a drop in temperature of the composting <br /> piles, and initiates the process of creating mature compost. This phase lasts a few months, <br /> and enables the compost to stabilize so that it is beneficial to plant growth. After curing, the <br /> material cannot begin composting again and thus is free from any potential odor or vector <br /> issues. The addition of commingled material does not alter the composting process. The <br /> management practices are designed to ensure that this material will not cause odor, vector <br /> issues and pathogen and that VOC reduction standards conditions are met or exceeded. <br /> Overs <br /> At the end of the curing phase,the material is run through a trammel screen and the <br /> material is separated into fines and overs. The fines are sold as finished compost products, <br /> and the overs are either incorporated into the compost or sold to a co-generation plant. If <br /> 2 <br />
