Noise <br /> The facility will continue to operate within the parameters of the San Joaquin County noise <br /> ordinance. The Operator will monitor the noise levels at the property boundaries periodically <br /> to ensure that site is in compliance. The facility operations will be designed to diminish off site <br /> noise. The location of equipment and material will be oriented on-site to keep all noise to a <br /> minimum. Operation of the grinder will not begin before 9 a.m. on Saturday, unless this activity <br /> is required to meet SJAPCD regulations. Valley Organics staff will continue to be trained to <br /> operate all equipment safely and training will be provided for any new personnel. If ear <br /> protection equipment is required, it will be provided to all personnel. <br /> Truck Traffic <br /> The Valley Organics composting facility is currently accepting materials to be composted, and <br /> selling bulk compost to the landscaping and agricultural community. Currently, the facility <br /> averages 20 truck trips per day with a peak of 30 truck trips per day. All of the vehicles enter <br /> the site, are weighed and then off-load. This process is accomplished within the same hour for <br /> each truck. <br /> The Valley Organics composting facility is currently open from 7 a.m. until 4 p.m. The hours will <br /> remain the same as will the basic traffic flow through the site. At the maximum tonnage <br /> allowed for the site (500 tons per day and 182,500 tons per year), the average number of truck <br /> trips will be approximately 50 per day. The majority of the trucks are expected to carry 25 tons. <br /> The collection of urban and agricultural green debris is seasonal and the site may reach 75 <br /> trucks per day during the fall. It is not anticipated that this volume will be reached for more <br /> than 3 days a week for a month or two. All truck trips include hauling of inbound (feedstock to <br /> be composted) and outbound (final compost) material for sale to agricultural use. The truck <br /> trips will be spread out throughout the day. It is not anticipated that there will be more than <br /> ten (10 )trips per hour, even at the busiest, peak, periods. In addition,there will be not more <br /> than ten (10) combined employee and visitor trips per day. <br /> Valley Organics maintains control over the number of vehicles entering and leaving the site. <br /> The facility operator contracts with each load entering and leaving the facility. The site receives <br /> very limited use from the general public. It may be open for community drop off days which will <br /> be pre-approved by the County and CalRecycle's LEA. The flow of traffic into the site is as <br /> follows. The trucks enter the site, drive across the scale to be weighed, drive to the off-loading <br /> area where material is inspected and, off-loaded. The traffic at the site is controlled so that no <br /> trucks will back up onto Frewert Rd. The outbound trucks enter the site, load finished compost <br /> material, are weighed and leave the site. <br /> Drainage and Water Quality <br /> Water coming into contact with any feedstock or composting material will be prevented from <br /> leaving the site. Additionally, the compost pad areas will be sloped toward the retention pond, <br /> which is designed to collect water from the entire 20 acre site. The current berms and slopes <br /> will be modified to ensure that current conditions are met. The pond currently on site was <br /> 4 <br />
