Applicable Criteria
The San Joaquin County Development Regulations, Section 9-1025.9(b) establishes land use
noise level standards for new non-transportation or"stationary" noise sources, as outlined below
that would be applicable to operations under the new permit.
9-1025.9(b) Stationary Noise Sources.
(2) Proposed projects that will create new stationary noise sources shall be required to
mitigate the noise levels from these stationary noise sources so as not to exceed
the noise level standards specified in Table 9-1025.9, Part II.
PART H
STATIONARY NOISE SOURCES
Outdoor Activity Areas' Outdoor Activity Areas'
Daytime2(7 a.m.to 10 Nighttime2(10 p.m.to 7
P.M.) a.m.
Hourly uivaient Sound Level ,dB 50 45
Maximum Sourid Level(Lmax),,dB 70 65
Where the location ofoutdooractivity areas is unknov,n or is not applicable, the noise standard shall be applied atthe property line of the receiving
lend use. When detenniningthe effectiveness of noise mitigation meunres, the standards shall be applied on the receiving side of noise barriers or
other property line noise mitigation measures.
' Each ofthe wise level standards specified shall be reduced by 5 dB far impulsive noise.single tone noise.or noise consisting primarily of speech or
music.
(Ord.3675;Ord.4036§2(part), 1999)
San Joaquin County Development Regulations: Table 9-1025.9,Part II
As outlined in the Project Overview, the proposed project will continue to operate during the
hours of 7 a.m. until 4 p.m. Therefore, the project will be required to comply with the daytime(7
a.m. to 10 p.m.) noise level standards shown in Table 9-1025.9, Part II. Specifically, noise level
standards of 50 dB(A)Ley and 70 dB(A)Lmex would apply at the nearest"outdoor activity areas"
of noise-sensitive uses.
Analysis and Recommendations
j.c. brennan & associates, Inc. visited the project site on Wednesday, February 22, 2012 to
collect noise level data of grinding operations at the project site. Equipment used in the grinding
process included a diesel-powered Morebark Wood Hog (Model 2600) and a Bobcat (Model
DL200) front-end loader used to feed the grinder. j.c. brennan & associates, Inc. collected
reference noise level measurements around the grinding operation. The grinder was located at
the approximate location shown on Figure 1 during the noise monitoring.
j.c. brennan & associates, Inc. recommends that for mitigation under the new permit a noise
barrier be constructed to provide acoustical shielding in the direction of the nearest residential
uses located to the east of the project site and the proposed chip and grind area. Specifically, a
14-foot tall noise barrier should be constructed to shield the south and east sides of the chip and
grind area. This barrier will provide substantial acoustical shielding for both the grinder and
front-end loader during grinder operations.
