CONDITIONS OF APPROVAL PA-0500219 Schenk Site Approval Application No. PA-0500219 was approved by the San Joaquin County Planning Commission on July 21, 2005. The effective date of approval is July 31, 2005. This approval will expire on January 30, 2007, which is 18 months from the effective date of approval, unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits have been secured and remain in force, and (3) all necessary permits from other agencies have been secured and remain in force. Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled prior to the establishment of the use and the issuance of any building permits. Those Conditions followed by a Section Number have been identified as Ordinance requirements pertinent to this application. Ordinance requirements cannot be modified, and other Ordinance requirements may apply. 1. COMMUNITY DEVELOPMENT DEPARTMENT(Staff Contact: Kathy Allen, 953-7509) a. BUILDING PERMIIT: Submit an "APPLICATION-GRADING BUILDING PERMIT". The Site Plan required as a part of the grading building permit must show drainage, driveway access details including gates, on-site parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE PLAN CHECK LIST" for details). A fee is required for the Site Plan review. b. APPROVED USE: This approval is for conversion of 576 square feet of an existing 2,496 square foot hay barn into a kennel for private use (non-commercial) for a maximum of nine dogs as shown on the Plan dated April 7, 2004. (Use Type: Animal Special Services— Kennels, Small Breeding) c. STORM DRAINAGE: Any additional storm water drainage created by new improvements shall be retained on-site. The drainage pattern and corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be included. (Development Title Section 9-1135) d. OPERATION: To reduce noise, dogs shall remain inside the kennel building between the hours of 10:00 p.m. and 7:00 a.m. (Development Title Table 9-1025.9) e. FENCING: A gate shall provide access to the property and the property shall be fenced to ensure that all dogs remain on the owner's property(APN 021-048-12). f. LIGHTING: Lighting shall be provided and comply with the following: (1) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the property lines shall be permitted except onto public thoroughfares, provided, however, that such light shall not cause a hazard to motorists.
