g. SCREENING: Screening shall be provided and comply with the following: <br /> (1) All dog runs shall be screened so as not to be visible from adjacent properties and public <br /> rights-of-way. <br /> (2) Dog runs are not permitted in front yards, street side yards, or in front of main buildings. <br /> (Development Title Section 9-1022.4[d]) <br /> h. ANIMAL REGULATIONS: The following animal regulations apply and shall be provided: <br /> (1) All animal enclosures, including but not limited to pens, cages, and feed areas, shall be <br /> maintained free from litter, garbage, and excessive accumulation of manure so as to <br /> discourage the proliferation of flies, other disease vectors, and offensive odors. The <br /> premises shall be maintained in a neat and sanitary manner. (Development Title Section 9- <br /> 1045.7[b]) <br /> (2) Except for movement on and off the property, dogs shall not be kept or maintained in coops, <br /> pens, corrals, or within barns or similar structures, on property of less than one-half acre, <br /> closer than 40 feet from any rear or side property line. (Development Title Section 9-1045.5) <br /> 2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Michael Callahan, 468-3000) <br /> a An encroachment permit shall be required for work within the road right-of-way. (Development <br /> Title Sections 9-1145.4 and 9-1145.5) <br /> b. The driveway approach shall be improved in accordance with the requirements of San Joaquin <br /> County Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9- <br /> 1145.5) <br /> c. The Traffic Impact Mitigation Fee may be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee currently is $187.15 per additional <br /> daily trip-end generated in the Lockeford area. The fee shall be automatically adjusted July 1 of <br /> each year by the Engineering Construction Cost Index as published by the Engineering News <br /> Record. (Resolution R-00-433) <br /> d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> e. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall <br /> require a State NPDES construction permit. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Lisa Medina, 468-3455) <br /> a. For the proposed kennel facility, construction of individual sewage disposal systems under permit <br /> and inspection by the Environmental Health Department is required at the time of development. <br /> (Development Title Sections 9-1110.3 and 9-1110.4) <br /> b. Submit three sets of detailed kennel construction plans to the Environmental Health Department <br /> for review prior to construction. The Environmental Health Department has specific requirements <br /> for kennel construction.
