g. SCREENING: Screening shall be provided and comply with the following: (1) All dog runs shall be screened so as not to be visible from adjacent properties and public rights-of-way. (2) Dog runs are not permitted in front yards, street side yards, or in front of main buildings. (Development Title Section 9-1022.4[d]) h. ANIMAL REGULATIONS: The following animal regulations apply and shall be provided: (1) All animal enclosures, including but not limited to pens, cages, and feed areas, shall be maintained free from litter, garbage, and excessive accumulation of manure so as to discourage the proliferation of flies, other disease vectors, and offensive odors. The premises shall be maintained in a neat and sanitary manner. (Development Title Section 9- 1045.7[b]) (2) Except for movement on and off the property, dogs shall not be kept or maintained in coops, pens, corrals, or within barns or similar structures, on property of less than one-half acre, closer than 40 feet from any rear or side property line. (Development Title Section 9-1045.5) 2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Michael Callahan, 468-3000) a An encroachment permit shall be required for work within the road right-of-way. (Development Title Sections 9-1145.4 and 9-1145.5) b. The driveway approach shall be improved in accordance with the requirements of San Joaquin County Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9- 1145.5) c. The Traffic Impact Mitigation Fee may be required for this development. The fee is due and payable at the time of building permit application. The fee currently is $187.15 per additional daily trip-end generated in the Lockeford area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. (Resolution R-00-433) d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. e. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is required upon submittal of verification. NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall require a State NPDES construction permit. 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Lisa Medina, 468-3455) a. For the proposed kennel facility, construction of individual sewage disposal systems under permit and inspection by the Environmental Health Department is required at the time of development. (Development Title Sections 9-1110.3 and 9-1110.4) b. Submit three sets of detailed kennel construction plans to the Environmental Health Department for review prior to construction. The Environmental Health Department has specific requirements for kennel construction. A plan check fee of$186.00 is due at the time of submittal to the Environmental Health Department.
