Stephanie Stowers 2 Community Development Department PA-1300087 (MS) RECOMMENDATIONS: 1. The Parcel Map requirement is waived. A Certificate of Compliance is required. A fee based on the current fee schedule is required for the processing of the Certificate of Compliance legal descriptions. (Development Title Section 9-890.4) 2. All easements of record shall be referenced on the Certificate of Compliance legal descriptions. (Development Title Section 9-910.20) 3. Prior to recordation of the Certificate of Compliance,the owner shall make an hrevocable Offer of Dedication(IOD)for an easement to the San Joaquin County Flood Control and Water Conservation District for drainage and flood control purposes. The IOD shall be in a form that is acceptable to the County and the easement limits shall contain the following: a) A minimum of 50 feet measured at right angles landward from the top of bank of the portion of Littlejohns Creek that lies within the subject property, and b) The portion of Littlejohns Creek that lies within the subject property. 4. The limits of Littlejohns Creek and the Federal Flood Insurance Administration Designated Flood Hazard Area shall be referenced on the Certificate of Compliance in accordance with Section 66434.2 of the Subdivision Map Act. Informational Notes: (i.) Any construction activity that results in the disturbance of at least one(1)acre of soil shall require a State NPDES construction permit. Dischargers whose projects disturb 1 or more acres of soil or whose projects disturb less than 1 acre of soil and is not part of a larger common plan of development,are required to obtain coverage under the current General Permit for Discharges of Storm Water Associated with Construction Activity(www.swrcb.ca.gov/stormwtr/gen_const.limiNconst permit). (ii.) All future building permits for projects located within a Special Flood Hazard Area at the time of permit issuance shall meet the San Joaquin County flood hazard reduction requirements(Title 9, Chapter 9-1605) and all requirements of the State of California(CCR Title 23)that are in force at the time of permit issuance. As an example,these requirements may include raising the finish floor elevation one foot above the expected flood level and/or using flood resistant materials. All new structures shall be prohibited with the Federal Emergency Management Agency's designated floodway of Littlejohns Creek or within 30 feet of the top of its bank, whichever is greater. (iii.) A Central Valley Flood Protection Board Encroachment Permit shall be obtained for any work done on Littlejohns Creek and within 30 feet of the top its bank.
