Geofo icaC7ecFirucs Inc. �" <br /> g Page 9 <br /> City. of Escalon <br /> Project No. 750.3 <br /> �. <br /> February 26,2001 <br /> 3.7 Installation & Startup <br />. 0 <br /> An Authority to Construct Pennit by the San Joaquin Valley Unified Air Pollution Control <br /> District (SJVUAPCD) will be secured once this Remedial Design Plan has been approved. <br /> After the VETS has been installed and is operational,,.a SJVUAPCD inspection will be <br /> called for in order to obtain a permit to operate. <br /> 4.0 OPERATION & MAINTENANCE <br /> It is proposed to operate the VETS for a period of one year. At the end of the one-year <br /> period, the data will be reviewed and decisions made as to whether further vapor extraction <br /> will be necessary. <br /> The pilot test showed the subsurface at the site to be high in petroleum hydrocarbon vapors <br /> and low in oxygen. It is expected that the vapor extraction system will have to be run at <br /> reduced flows for up to one month until oxygen has been introduced into the subsurface <br /> J through the passive air recharge/monitoring wells. <br /> L• Maintenance of the VETS will include monthly monitoring of the oil levels in the blower, <br /> condition and tightening of the pulley belts on the blower, cleaning of the filter and any <br /> other items deemed necessary by the mechanic.; <br /> 4 Monitoring is described in Section 5.2.2 below. <br /> 5.0; ASSESSMENT OF REMEDIAL EFFECTIVENESS <br /> L� 5.1 Effectiveness Testing <br /> Once the system is operational, its effectiveness will be evaluated. All vapor extraction and <br /> groundwater monitoring wells will be monitored for vacuum pressure in various operating <br /> configurations (vacuum applied to both the shallow and deep soil zones). <br /> 1 5.1.1 Radius of Influence <br /> GTI shall confirm that vacuum pressure extends beyond targeted hydrocarbon-impacted <br /> zones (by extrapolating the data beyond measurement points) and demonstrate that the <br /> extraction system will reach the cleanup goals of the remedial action. GTI shall calculate <br /> the radius of influence (zone of capture) by measuring vacuum pressure from the extraction <br /> wells and rate of vacuum pressure drawdown in surrounding wells. <br /> 5.1:2 Rate of Contaminant Removal <br /> Concentrations of volatile organic compounds from each extraction well will be measured <br /> on a monthly basis to demonstrate remedial effectiveness and to comply with the Authority <br /> to Construct(AtoC). <br /> 1 ' <br />
